The contract is effective from July 1, 2025, through June 30, 2026, with the option for the City to renew on an annual basis for up to three additional one-year periods at its sole discretion. Price adjustments for renewal periods are permitted only upon written notification submitted to Shirley Refile at shirley.refile@phila.gov at least thirty days prior to the expiration of each contract period. The price increase shall be based on the percentage change in the Consumer Price Index (All Items) for All Urban Consumers in Philadelphia as published by the U.S. Department of Labor, Bureau of Labor and Statistics, with a maximum cap of four percent in any renewal period. If notification is not received within the thirty-day timeframe or is not delivered before the last day of the contract period, prices for the renewal period shall remain unchanged from the previous period. Price decreases may be submitted in writing to Shirley Refile at any time during the contract or renewal periods.
