About this file

This is a Seller Standard Operating Procedures (SOP) Checklist for the City of Philadelphia Procurement Department's small purchase bidding process on the PHLContracts platform. The opportunity pertains to camera accessories, with a contract term running from July 1, 2026, through June 30, 2028. Sellers must quote all items listed in order to be eligible for award, and the micro purchase will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. No delivery or services shall occur until the department provides notification to proceed.

The checklist outlines a twelve-step submission process that requires sellers to confirm their business status regarding Local Business Entity (LBE) certification, enter unit costs for each item, answer all mandatory questions, accept terms and conditions, and submit required documentation including an executed Consent & Authorization form. Sellers must also address all validation warnings before final submission through the PHLContracts portal at www.PHLContracts.phila.gov. Optional submissions include the LGBTQ Applicant Opportunity Data Form and any supporting documents related to the quote. Failure to provide the required Consent & Authorization form will result in the quote being rejected.
