About this file

This document is a Seller Standard Operating Procedures (SOP) Checklist provided by the City of Philadelphia Procurement Department for vendors submitting quotes on the PHLContracts platform for Small Purchases. The checklist outlines the 13-step submission process that sellers must follow to complete and submit their quotes. Vendors must ensure they are operating in the Seller role, provide Local Business Entity (LBE) certification status, enter unit costs for each item listed in the bid, answer all mandatory questions, download and review all attachments and terms and conditions, and complete any required documentation. The process culminates in a final review and submission of the quote through the PHLContracts portal.

Key requirements for quote submission include the mandatory submission of an executed Consent & Authorization form, which must be on file in the vendor's profile or attached in the Attachments Tab, as no quote will be considered without this documentation. Vendors have the optional opportunity to submit an LGBTQ Applicant Opportunity Data Form and may attach additional documents related to their quotes. The checklist emphasizes that red validation messages will appear throughout the submission process until all tabs are properly completed, and vendors must click "Save & Continue" on every tab to proceed through the workflow successfully.
