About this file

This is a seller checklist document from the City of Philadelphia Procurement Department for navigating the PHLContracts platform when submitting quotes for small purchases. The checklist provides step-by-step instructions for vendors to complete their quote submissions, including ensuring the correct user role is selected, answering questions about Local Business Entity (LBE) certification status, entering unit costs for listed items, and completing mandatory questions and terms and conditions acceptance. Vendors must download and review all attachments, complete any required attachments, and address validation warnings before final submission through the www.PHLContracts.phila.gov portal.

The document emphasizes that all vendors must have an executed Consent & Authorization form on file in their vendor profile or attached with their quote, as no quote will be considered without this documentation. The checklist also notes that while the LBE Program does not apply to small purchases, vendors must still answer the LBE certification question to proceed. Optional documentation includes the LGBTQ Applicant Opportunity Data Form. The process requires vendors to save and continue after each tab to receive validation messages and ultimately submit their complete quote through the platform.
