About this file

This is a Seller Checklist document issued by the City of Philadelphia Procurement Department for completing quotes on small purchases through the PHLContracts platform. The document provides a step-by-step guide for vendors to submit bids, requiring completion of multiple tabs including General, Items, Questions, Terms & Conditions, Attachments, and Summary sections. Vendors must confirm their user role as "Seller" rather than "Seller Admin," answer mandatory questions, enter unit costs for each listed item, accept terms and conditions, and address all validation requirements before submission through www.PHLContracts.phila.gov.

The checklist emphasizes several critical compliance requirements for quote submission. Vendors must possess an executed Consent & Authorization form on file in their vendor profile, as quotes cannot be considered without this document. While the Local Business Entity (LBE) certification program does not apply to small purchases, vendors must still indicate their LBE status to proceed. Optional documentation includes the LGBTQ Applicant Opportunity Data Form. The document notes that validation warnings will appear at the top of the screen until all tabs are properly completed, and vendors should review their quote summary and address any red validation warnings before final submission.
