About this file

This is a Seller Standard Operating Procedure (SOP) checklist document issued by the City of Philadelphia Procurement Department for vendors participating in small purchases through the PHLContracts platform. The document serves as a procedural guide rather than a specific contract opportunity, outlining the step-by-step process vendors must follow to submit quotes through the online system. The checklist does not specify products, services, quantities, response dates, or contract terms, as it functions as an instructional tool applicable to multiple small purchase opportunities posted on the PHLContracts portal.

The document requires vendors to complete thirteen sequential steps to submit compliant quotes, including verifying seller role status, answering mandatory questions regarding Local Business Entity (LBE) certification status, entering unit costs for line items, accepting terms and conditions, and submitting required attachments. Critical requirements include submission of an executed Consent & Authorization form, which must be on file before quotes are considered for award. Vendors are also encouraged to submit an optional LGBTQ Applicant Opportunity Data Form. The checklist emphasizes the importance of clicking "Save & Continue" on every tab to avoid validation errors and provides guidance on accessing working quotes through the Quotes tab. No pricing terms, set-asides, incumbent information, or funding amounts are specified in this procedural document.
