About this file

This is a seller checklist for small purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The document outlines the procedural requirements for vendors submitting quotes for the Resource Fair Items micro purchase opportunity for the Office of Public Safety. Sellers must quote all items listed in the bid to be eligible for award, and the micro purchase will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. No delivery or services should be provided until official notification is received from the department.

The checklist requires sellers to complete multiple steps including confirming seller role status, selecting Local Business Entity (LBE) certification status, entering unit costs for all line items, answering mandatory questions, accepting terms and conditions, and submitting required attachments. Critical documentation includes an executed Consent & Authorization form, which must be on file in the vendor profile before award consideration; failure to provide this form will result in quote rejection. Sellers are instructed to download and save all attachments, complete any required supporting documents, and submit their complete quote through the PHLContracts platform. The optional LGBTQ Applicant Opportunity Data Form may also be submitted, and all validation warnings must be addressed before final quote submission.
