About this file

This document is a Seller Software Program Checklist for the City of Philadelphia Procurement Department's PHLContracts platform, designed to guide vendors through the quote submission process for software procurement opportunities. The checklist outlines a 12-step submission process that vendors must follow to complete their bids on the PHLContracts.phila.gov platform. Key procedural requirements include verifying seller role designation, completing all mandatory tabs (General, Items, Questions, Terms & Conditions, and Attachments), and addressing validation warnings before final submission. Vendors must answer questions regarding Local Business Entity (LBE) certification status, though the LBE Program does not apply to Software Program bids. The process requires vendors to input unit costs and discounts for listed items, download and accept terms and conditions, and provide any required supporting documentation through the platform's attachment functionality.

The checklist establishes that all deliveries must be inside deliveries to a loading dock within the City of Philadelphia, and vendors are responsible for providing installation and configuration costs unless otherwise directed by the City. Vendors may be required to submit product literature at the City's request. The document serves as an operational guide rather than a specific bid opportunity announcement and does not contain pricing information, set-asides, incumbent contractor details, contract term lengths, or renewal options. This checklist applies to the Aztec Software contract opportunity in Pennsylvania and is intended to ensure standardized submission procedures and compliance with the City of Philadelphia's procurement requirements for software-related contracts.
