About this file
This is a seller checklist for the City of Philadelphia Procurement Department's Software Program, outlining the step-by-step process for vendors submitting quotes through the PHLContracts portal. The checklist guides sellers through twelve sequential steps, beginning with role verification and general information entry, followed by itemization of products with associated unit costs and discounts, completion of mandatory questions, acceptance of terms and conditions, and submission of required attachments. Vendors must confirm their Local Business Entity (LBE) certification status, though the LBE Program does not apply to software purchases under this program. All documentation must be saved and submitted through the PHLContracts platform at www.PHLContracts.phila.gov, with validation messages indicating incomplete sections that must be resolved before quote submission.
According to the related contract opportunity, all software purchases will be awarded to the City's current software vendors unless otherwise specified in Section A of the solicitation. Vendors are required to submit product literature upon the City's request. The checklist emphasizes the importance of downloading and saving all attachments listed in the Terms & Conditions tab and addressing any red validation warnings prior to final submission to ensure compliance and acceptance of the quote.
