About this file

This document is a seller checklist for software program procurement issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist guides vendors through the submission process for software bids to the City of Philadelphia. The related contract opportunity concerns a DocuSign Enterprise Pro renewal for a one-year term from May 1, 2026, through April 30, 2027. The software purchase will be awarded to the City's current software vendors unless otherwise specified in Section A of the solicitation. Vendors must submit literature on products offered at the City's request.

The checklist outlines a twelve-step submission process that requires vendors to confirm their seller role, complete general information and items tabs with unit costs and discounts, answer mandatory questions, accept terms and conditions, submit required attachments, and review their quote for validation warnings before final submission through the PHLContracts portal. The Local Business Entity (LBE) certification question must be answered to proceed, though the LBE Program does not apply to the Software Program. Vendors are required to download and save all attachments, complete any required documentation, and address all red validation warnings prior to submission.
