About this file

This is a seller checklist for the City of Philadelphia's Flat Printing Program, which outlines the bidding requirements for a flat printing purchase related to a CCOM Citizen's Handbook. The City of Philadelphia Procurement Department will award the contract as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Sellers must quote all items listed to be eligible for award consideration. The checklist does not specify project quantities, response dates, due dates, site visits, bidder meetings, award dates, or contract terms.

The checklist provides a step-by-step submission process for sellers, requiring them to enter unit costs and discounts for each item, answer mandatory questions, accept terms and conditions, and submit required attachments through the PHLContracts.phila.gov portal. While the Local Business Entity (LBE) Program does not apply to this flat printing opportunity, sellers must still complete the LBE certification question to proceed. The document does not address pricing terms, set asides, incumbent information, funding sources, or budget amounts. Sellers are instructed not to deliver or provide services until notified by the department.
