About this file

This is a seller checklist document issued by the City of Philadelphia Procurement Department for Services, Supplies, and Equipment (SS&E) contracts, specifically related to a concrete recycled procurement opportunity. The checklist provides comprehensive guidance for vendors submitting quotes through the PHLContracts portal for various City of Philadelphia agencies and departments. All quotes must be submitted electronically through PHLContracts no later than 10:30 AM on the bid opening date, with no quotes accepted after that deadline. Vendors are responsible for ensuring timely submission and must acknowledge the bid and all amendments before proceeding.

The checklist outlines mandatory requirements for quote submission, including payment of Annual Bid Security Fees, Bid Processing Fees, and Performance Security Fees where applicable. Vendors must complete all required tabs within the PHLContracts system, including General, Items, Questions, Subcontractors, Terms & Conditions, and Attachments tabs. Key submission requirements include Local Business Entity (LBE) certification status declaration, item-level pricing entry, responses to mandatory questions, MBE/WBE subcontractor participation details if applicable, acceptance of contract terms and conditions without exceptions, executed Consent & Authorization forms, completed pricing sheets, MBE/WBE solicitation documentation, Annual Bid Security Applications, fee payment receipts, and Certificates of Insurance and Bid Bonds when applicable. No exceptions to terms and conditions are permitted for SS&E contracts, and all validation warnings must be resolved before quote submission.
