About this file
This is an Annual Bid Security Application document for the City of Philadelphia's Concrete, Recycled contract opportunity. The document establishes the bid security requirements for vendors submitting quotes for recycled concrete supplies to various City agencies and departments during the FY 2026 contract period. All quotes must be submitted through PHL Contracts no later than 10:30 AM on the bid opening date, with no quotes accepted after the opening time. Vendors are responsible for ensuring timely submission of their quotes through the designated procurement portal.
The bid security application outlines the financial assurance requirements that bidders must provide to demonstrate their commitment and capability to fulfill the contract obligations. The document specifies the terms under which bid security is required, the acceptable forms of security (such as bid bonds or cashier's checks), and the conditions under which such security may be forfeited or returned. These requirements protect the City by ensuring that qualified vendors are submitting responsive bids and are prepared to enter into contract negotiations if selected for award.
