About this file

This document is a Seller Checklist for Small Order Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist outlines the 13-step process that vendors must follow to submit quotes for small purchases, including a specific micro purchase for a Whirlpool refrigerator in Pennsylvania. Vendors must complete all required tabs in the system, including General, Items, Questions, Terms & Conditions, Attachments, and Summary sections. The micro purchase will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award and are instructed not to deliver or provide services until notified by the department.

Key submission requirements include confirming seller role status, entering unit costs for each listed item, answering all mandatory questions, downloading and accepting terms and conditions, and submitting a valid Consent & Authorization form with the quote. Vendors have the option to submit an LGBTQ Applicant Opportunity Data Form and may attach supporting documentation related to their quote. Notably, the Local Business Entity (LBE) Program does not apply to small order purchases, though vendors must still respond to the LBE certification question to proceed. The checklist requires vendors to review their complete quote for red validation warnings and correct any issues prior to submission through the PHLContracts.phila.gov platform.
