About this file
This document is a Seller Checklist for Small Order Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform for Exercise Equipment. The checklist provides step-by-step instructions for vendors submitting quotes on this micro purchase opportunity. Sellers must quote all items to be eligible for award, and the purchase will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. No specific delivery dates, site visits, bidder conferences, or contract terms are outlined in this checklist document.
The checklist emphasizes that vendors must complete all required tabs and fields before submission, including general information, itemized unit costs, mandatory questions, and terms and conditions acceptance. Vendors are required to have an executed Consent & Authorization form on file in their vendor profile; quotes without this documentation will not be considered. Optional submissions include the LGBTQ Applicant Opportunity Data Form. The Local Business Entity (LBE) Program designation question must be answered, though it does not apply to small order purchases. Vendors should not deliver equipment or provide services until formally notified by the department, as this is a requirements purchase.
