About this file

This is a seller checklist document from the City of Philadelphia Procurement Department for small order purchases, specifically for a micro purchase of an OTIS Projector. The document provides step-by-step guidance for vendors submitting quotes through the PHLContracts.phila.gov portal. Vendors must complete all required tabs including General, Items, Questions, Terms & Conditions, Attachments, and Summary sections. The micro purchase will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. All items must be quoted by vendors in order to be eligible for award, and vendors are instructed not to deliver or provide services until notified by the department.

Vendors must ensure they are operating in the Seller role rather than Seller Admin role and must answer all mandatory questions in the Questions tab. A Consent & Authorization form must be on file in the vendor's profile or attached with the quote submission, as no quote will be considered without this documentation. Vendors should complete all required attachments and may optionally submit an LGBTQ Applicant Opportunity Data Form. While the Local Business Entity (LBE) certification question must be answered to proceed, the LBE Program does not apply to small order purchases. Vendors are required to enter unit costs for each listed item, accept the terms and conditions, and review their quote for any red validation warnings before final submission through the PHLContracts portal.
