About this file

This is a Seller Checklist for Small Order Purchases issued by the City of Philadelphia Procurement Department for vendors bidding on a Silo Accessories micro purchase order. The checklist outlines the 13-step submission process required for vendors to submit quotes through the PHLContracts.phila.gov platform. Vendors must complete all required tabs including General, Items, Questions, Terms & Conditions, Attachments, and Summary sections. The procurement indicates that the award will be made as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award consideration, and delivery or service provision is prohibited until official notification from the Department is received.

Key submission requirements include verifying seller role status, answering the Local Business Entity (LBE) certification question, entering unit costs for each item, completing all mandatory questions, downloading and accepting terms and conditions, and submitting a executed Consent & Authorization form with the quote. Vendors are required to address all red validation warnings before submission. An optional LGBTQ Applicant Opportunity Data Form may be submitted. No quote will be considered without the required Consent & Authorization form on file. The LBE Program does not apply to small order purchases, though the LBE certification question must be answered to proceed with the quote submission.
