About this file

This document is a Selection of A/E Services Form for the Howlett Auditorium Air Handler Replacement Project, a state contract opportunity in Illinois. The project calls for the design and management of the installation of new air conditioning systems for the auditorium on the first floor of the Howlett Building. The project budget is $250,000.00, and the reason provided for the selection method is that the Office of the Architect will be remodeling the auditorium to be used by the Senate during the Capitol North Wing Renovations, requiring a short window for design and implementation of the new HVAC system. The selected firm, Berners Schober, is being recommended due to their past experience with HVAC upgrades in the Howlett Building and their familiarity with the building's systems.

The related state and local contract opportunity has an estimated cost of $24,500 for the term upon execution through December 31, 2022. The contract is being procured in the best interest of the state.

Reason for Selection Method:

Office of the Architect will be remodeling the auditorium to be used by the Senate during the Capitol North Wing Renovations. The Senate is scheduled to begin using this space in October of 2022. This gives us a very short window for design of the new system and implentation of work required to replace the current air handler which is past its useful lifespan and has become unreliable. SOS needs to get an A/E under contract immediately to get design so it ca n be bid and all work can be completed by the deadline. Berners Shober has proven to be execellent in HVAC design and is very familiar with the Howlett Building's systems.

The Howlett Bu ild ing is a three part buiding with the original portion built in 1918, the second addition in the late 1920s and the thi rd addition in the 1960s. The Auditorium and its HVAC compenents are original to the 1960s addition.
