Questions from Pre – Proposal Conference & Site Visit

Provision of Janitorial Services at US Embassy Dublin, Ireland, Solicitation No: SEI300-17-Q-011

1.0 Q: Does TUPE (Transfer of Undertakings) apply to this contract?

TUPE is a matter for the contractor/s. The Embassy does not object to this process and agrees to request the TUPE information from incumbent contractor for provision to prospective bidders. This is an industry-standard process.

2.0 Q: Can the semi-annual carpet cleaning be carried out outside business hours?

The preference of the Embassy would be for carpet cleaning to be carried out during normal business hours, Friday evenings or other US holidays when building is empty. However, given the potential for disruption to normal operations the Embassy will consider carrying out these works outside normal hours, evenings and weekends. Bidders to provide separate itemized costs.

3.0 Q: Is access to the facility allowed at weekends to carry out window cleaning?

As in Q2, works should be scheduled within normal business hours where possible, due to access permission, escorting, etc., it can be difficult for the embassy to accommodate works out of hours.

4.0 Q: Can you clarify the kitchen cleaning requirements further?

The weekly standard service requirement is deep/clean of area/oven/microwave/serving/washing areas/sinks. Quarterly cleaning requirement includes pulling out any moveable appliances and cleaning behind, cleaning grease from cooker and canopy as listed in the SOW.

5.0 Q: Is there a possibility of exterior window cleaning being required more frequently than semi-annual?

Yes, if required more frequently the Embassy requires the successful contractor to maintain the same rate. Requirement will be detailed on a Task Order against the contract and arranged with the COR.

6.0 Q: Is Roof window access available?

Yes, exterior of roof windows can be easily accessed from roof, which is surrounded by a guardrail plus has 2 man anchors should workers need to be tied off. No mechanical hoist is required to access the external roof windows. Interior of windows are accessible with the use of telescopic reach equipment from 1 st floor rotunda area.

7.0 Q: Is pricing required for a feminine hygiene service?

These services are currently provided under separate contract which falls due for renewal in

December 2017. The Embassy will consider incorporating these services into the Janitorial contract at that point. The solicitation has been amended to include a provision for a separate itemized cost for this option.

8.0 Can you confirm if Section 5 ‘representations and certifications’ document needs to be completed and attached by our company as part of our return quotation?

The solicitation is advertised both in the United States and locally. Although Section 5 relates mainly to US companies, it is incumbent upon interested bidders to provide the necessary proof / confirmation / documentation to show that company tax affairs are in order, if not already done the

System for Award Management database (SAM) registration is at least commenced and will be completed before contract award, the company is financially viable in order to carry out the terms of the contract and list any past or pending judgements against the company. Confirm the company is not otherwise prohibited from doing business with the US government.

9.0 Can you confirm how many references are required?

Although a specific number is not required, the Embassy would expect to receive more than one reference. Section 3 describes this requirement in detail.
