About this file
This document is a contract between Clark County, Nevada's Department of Family Services and ACTION for Child Protection, Inc. for a Safety Intervention Permanency Safety System Implementation Sustainability project. The contract, executed on April 17, 2018, runs through June 30, 2020, with an option for the county to extend up to an additional six months. The project aims to implement and sustain a comprehensive child welfare intervention model across multiple service areas including Intake Assessment, Nevada Initial Assessment, Permanency Services, and Foster Family Assessment. The scope involves conducting fidelity reviews, providing consultation, developing implementation strategies, training staff, and gradually transferring implementation responsibilities to an internal Clark County DFS Implementation Unit.
The total contract value is $2,241,680, with funding allocated across different implementation stages and service components. The budget is structured to progressively reduce ACTION for Child Protection's direct involvement while building internal capacity within Clark County's child welfare system. Key budget areas include intervention implementation ($1,009,800 in 2018-2019), child welfare systems development ($194,700), community ecological efforts ($48,500), and project management (10% of professional fees). The contract includes provisions for consultation, staff development, quality assurance, court engagement, and creating a sustainable framework for the Safety Intervention Permanency Safety (SIPS) system. The project represents a strategic approach to transforming child welfare practices through systematic implementation, training, and knowledge transfer.

As the DFS Implementation Team is sufficiently prepared and operational, the level of CONSULTANT led consultation will be reduced to four (4) days per month as the DFS Implementation Team assumes greater responsibility.
C. Permanency Services to encompass several areas of involvement to accomplish movement forward in policy, timely case transfer, and Protective Capacity Family Assessment (PCFA) supervision approach:
i. Fidelity Review
With the assistance of the DFS Implementation Team, complete a full fidelity review of Permanency Services in order to establish specific areas of involvement that are needed and required to achieve full Implementation;
ii. Review forty (40) cases per geozone. The review design will include one week of using two ACTION consultants per geozone plus associated analysis time. The DFS Implementation Team will assist and play a prominent role in the review. The issues identified in the review that prevent Specialists from performing with fidelity will be targeted for further implementation activities and consultation;
iii. Fidelity review will be replicated in 2019 with a reduction of CONSULTANT time to one consultant who will consult with and guide the DFS Implementation Team to complete the 2019 fidelity review. This will include
CONSULTANT collaboration with the DFS implementation team in the analysis and reporting;
iv. Supervisor Consultation: Provide Coaching
Design and deliver a program for Permanency Supervisors In 2018, each CONSULTANT staff will work with
2 geozones and the DFS Implementation Team will be involved in this process with the expectation of assuming more responsibility as 2019 approaches. During 2019, CONSULTANT will provide consultation to the DFS Implementation Team as they provide coaching and consultation to Permanency Supervisors;
v. Supervisor and Permanency Specialist Competency: Coaching for Case Plan Facilitation
CONSULTANT will make use of the findings from the current Permanency Service fidelity review to identify and address issues that compromise Protective Capacity Family Assessment, Case Plan Facilitation and
Protective Capacity Progress Assessment.

This work will result in the development of a structured approach to alter change focused practice for SIPS
Permanency intervention components. 1
During 2019 the DFS Implementation Team will assume responsibility for ongoing Coaching and Consultation with technical assistance provided by CONSULTANT at a reduced level of effort.
vi. PCFA Skill Practicum
Provide Permanency Specialists with experiential learning sessions that focus on the development of interpersonal skills necessary for completing the PCFA. This practicum will assist Permanency Specialists in becoming more proficient in conducting PCFA intervention stages (interviews) with caregivers. It is estimated that 100 Permanency Specialists will need to complete the 1 ½ day practicum. In 2018, CONSULTANT will conduct 50 practicums with DFS implementation team participating as part of their own development. DFS implementation team will assume greater responsibility by conducting the remaining practicums and with all new staff as their proficiency progresses. In 2019, CONSULTANT will provide one consultant to provide technical assistance to internal DFS implementation team to continue to provide skill practicums for newly hired staff.
vii. PCPA Skills Modules
Facilitated learning will occur through coaching as well as a half (½) day Protective Capacity Progress
Assessment Module designed for fifteen (15) Permanency Specialists. The DFS implementation team will be included in this effort as part of their preparation in becoming model experts. During 2019, they will be expected to take increased responsibility for Permanency Specialist coaching, eventually assuming full control. CONSULTANT will provide support and consultation to the DFS implementation team during 2019.
D. Implementation Unit: SIPS Intervention Model Experts
Assist DFS in establishing a highly capable DFS Implementation Team that can effectively replace
CONSULTANT’s consultants and ensure that continuing resources and efforts are in place to support sustainability.
The DFS Implementation Team will be introduced into all relevant consultation and education efforts for which
CONSULTANT will be responsible, and will gradually progress into assuming more responsibility until such time in 2019 that all responsibility for maintaining and sustaining SIPS can be assigned to them. During 2019, CONSULTANT will collaborate with the Clark DFS Implementation Team to develop a long- range Dynamic
Sustainability Framework Plan which will continue to support and enhance SIPS intervention implementation in the years ahead.
E. Case Transfer Process
In collaboration with management, selected Supervisors, and selected NIA and Permanency Specialists, CONSULTANT and the DFS Implementation Team will mobilize a process for evaluating the current case transfer protocol for the purpose of revising it. CONSULTANT and the DFS Implementation Team will use direct observation, individual surveys and focus groups to evaluate current practice and identify possible options to produce a better case transfer protocol.
F. Staff Selection: Supervisors and Specialists
1 Case Plan Facilitation refers to what the Permanency Specialist does from week to week to facilitate successful achievement of goals and case outcomes based upon effective interpersonal skills and relationship building.

CONSULTANT will collaborate with DFS and the UNLV Training Partnership to develop a method or process that increases staff position occupancy by delivering quality trained staff in a timely manner.
G. Quality Assurance/Quality Improvement (QA/QI)
Collaborate with management to identify areas of QA/QI involvement which can contribute to model intervention and enhance the quality of performance among staff. The purpose of the collaboration will be to identify existing and potential areas of responsibility that QA/QI staff has that provide potential for QA/QI involvement. Once quality improvement areas have been identified, the collaboration can continue toward completion of a plan for involvement including objectives, procedures, analysis and reporting on findings, and communication of findings to other key players responsible for SIPS implementation.
H. Court and Legal Partner Engagement
Develop and implement regular education and collaboration type meetings with Family Court and other legal partners. The purpose of the meetings, beyond keeping the legal community informed about Clark DFS efforts and
SIPS, is to enhance the working relationship and communication between Clark DFS and the courts. Development of products and processes by CONSULTANT will keep the following as guiding influences:
i. Increase the understanding and compatibility between Court expectations and requirements and Clark DFS practice model (SIPS) approach and decision-making standards in order to improve the quality of intervention for child safety, permanency, and wellbeing; and
ii. Encourage a common language, understanding of intervention objectives and process, and mutually agreed-upon goals for change between the Court, the Department, and caregivers in order to achieve consistency and focus for service delivery to families.
CONSULTANT’s approach will begin by accessing and reviewing documentation generated by Clark DFS
Managers based upon the experiences from the 2016 legal/court modules. CONSULTANT will identify certain areas that indicated alignment issues between Clark DFS and the court process. The objective will be to seek more compatibility specific to information within the petitions, and how to effectively introduce the NIA, Conditions for Return, the Protective Capacity Family Assessment and the Protective Capacity Progress Assessment into the court process. The plan will involve scheduled quarterly meetings with relevant court-related professionals to discuss issues and provide information and guidance from the SIPS model perspective.
I. Project Management
Project management will include, but is not limited to:
i. ongoing/continuing project planning and management of project in general;
ii. specific, responsive assessment and planning for project as needed and identified during the process of project implementation;
