About this file
This document is Addendum #3 for the District Security Upgrades project for Battle Creek Public Schools (BCPS), issued by AE Tech Design with project number BCPS2501-0101. The addendum, dated 9/18/2025, provides clarifications and revisions to the original bid documents for a comprehensive security system upgrade across multiple school locations, including Fremont ES, Verona ES, Northwestern MS, BCAMSC, W.K. Kellogg HS, and other district facilities. The project involves demolishing and replacing existing security infrastructure, including cameras, access control systems, video intercoms, and introducing concealed weapons detection units. The addendum addresses multiple bidder questions regarding equipment specifications, installation requirements, camera and access control system details, and provides guidance on system integration, licensing, and implementation.
The addendum includes specific technical clarifications such as battery standby duration (4 hours), confirmation of camera and access control equipment quantities, and specifications for various system components. Bidders are instructed to include comprehensive pricing for camera hardware, licensing, installation, and programming, with unit pricing to cover all aspects of procurement. The district will consider bids from contractors with umbrella coverage less than the originally specified $200,000,000 and requires electrical permits for each school building. Voluntary alternates are permitted for certain components like Avigilon camera models, and the project emphasizes minimal system downtime during installation. The evaluation criteria will consider factors such as contractor location, past performance in Southwest Michigan, previous district work experience, and subcontractor usage.

ADDENDA 009113 - 2
1.3 QUESTION AND ANSWERS
A. The following is a list of questions that were asked between the posting of bid documents and the release of this addendum:
a. What is the existing door access control system that BCPS is currently utilizing?
i. Please refer to Addendum 1 section 1.3 question “q.”
b. Northwestern shows an ENC enclosure but no PR Proximity Reader. Do we provide the panel and if so, how many PR should we size it for?
i. The card readers at Northwestern were updated during a recent renovation and will not be demolished during this project. To clarify:
i. Existing cabling will be disconnected from existing enclosures & hardware (ENC) and pulled back
ii. Enclosures, and everything in them, will be demolished (left intact) and turned over to owner for first right of refusal.
iii. New enclosures & internal hardware will be installed in the footprint of the old enclosures
iv. Existing cabling will be reconnected to internal hardware
ii. Details have been added to the drawing set to help size equipment based on
Northwestern’s current setup.
c. As per addendum 2 it's noted that AC doors are released by the intercom video station. Is it assumed that doors with an AC Symbol also have an Intercom at that location that will not be demolished?
i. All video intercoms at the sites shown in this project are to be demolished and replaced with the model specified on drawing T401.
ii. Instead of video intercoms, some sites have voice-only intercoms with cameras mounted above. These are also to be demolished and replaced with the model on T401.
d. There are card readers located at Fremont, Verona, Springfield, BCAMSC, W.K.
Kellogg, and Cereal City Science Center, however, an ENC is not indicated on any other floor. Could you please indicate where the access control panel(s) is/are located for these sites?
i. Drawings have been updated to show ENC locations. Please see the included drawings for changes.
ADDENDA 009113 - 3
e. At Valley View, there is a symbol labelled AC, however, it seems like a generic symbol. What is this symbol supposed to be? If it is a card reader, is it new or existing?
i. Please refer to Addendum 2 section 1.3 question “a.” The attached drawings have been updated to provide more clarity.
f. There is a card reader on the second floor of the BC Central Fieldhouse that is not located on the demo plan. Is this a new door or existing door?
i. All doors in this project with card readers are existing. Door 216 outside of
Stair #5 is the only door on the second floor of the fieldhouse that has a card reader. This door also shows on the second floor demo sheet.
g. Are there designated, minimum specification parameters for cameras and video storage (i.e. frames per second, codec, etc.)?
i. Manufacturer default parameters will be used until the system is fully installed and up to date, unless stated otherwise by owner. Final parameters will be adjusted by the contractor with owner and consultant input.
h. Per the bid form within the specifications document, you are requesting Unit
Pricing breakouts for respective equipment. Regarding the camera model unit pricing, specifically, our assumption is that the per unit cost you’re looking for is all encompassing (i.e. Cost of camera hardware, licensing, install, & programming).
Is this a correct assumption?
i. Yes, the unit price should include all aspects of procuring the item (i.e. cost of camera hardware, licensing, installation, and programming).
i. Some camera models may require specific mounting equipment for certain installs, whereas the same camera models may not need said mounting equipment for other installs (i.e. A CM4 camera that is corner-mounted will need more mounting equipment than a surface-mounted CM4 camera). How do we factor this in for the unit pricing breakouts?
i. Bidders should include in their unit pricing any mounting equipment required for complete and functional installation. Where installation requirements may vary (e.g., corner-mounted vs. surface-mounted), bidders should assume the configuration requiring the greater amount of mounting equipment and labor when preparing their unit pricing. This will ensure consistency and accuracy across all bid responses.
ADDENDA 009113 - 4
j. Addendum 2 states, “(19) 24C-H5A-3MH multi-head cameras with (19) H5AMH-
AD-DOME1 surface mount adapters; to be installed as exterior CM4. mounting arms for these cameras to be included in contractor procurement.” Are these cameras called out in the original drawings? If so, do we delete those cameras from our count?
i. All cameras are shown in the original drawings. Cameras, NVRs, and mounting hardware specifically called out and quantified in Addendum 2 are not individually labeled on the drawings but are shown on the floor plans. Quantified equipment should not be included in contractor procurement.
k. Avigilon does not sell a master station for the 3.0C-H4VI-RO1-IR. Instead, it can be programmed via SIP protocol on an IP Phone system, or it may be answered via
Unity 8 Software via a USB or built-in microphone. How would you prefer bidders to proceed?
i. Existing master stations at all sites will be demolished. Contractor will assist and train owner with setting up software-based master stations on existing computers of owner’s choice.
l. In the Access Control Riser documentation, it’s stated that Battle Creek will require
24-Hour Standby, however that does not seem technically possible. Per Altronix specifications, the eFlow4NB – eFlow10NB are only capable of utilizing and charging up to a 65AH battery which will provide over 4 hours stand-by for access control. How would you prefer bidders to proceed?
i. 4 hours stand-by is acceptable, and the drawings have been updated to show this change.
m. Are weapons detection units required to directly integrate with the Avigilon video management system, existing Motorola radios, and/or Avigilon facial recognition technology?
i. Per base bid, weapons detection units are required to directly integrate with
Avigilon/Motorola systems. Alternate bids for weapons detection units are not required to integrate with Avigilon/Motorola as it is currently not possible for third party units to integrate.
ADDENDA 009113 - 5
n. Can you provide detailed performance specifications for the Concealed Weapons
Detection (CWD) units, including required detection accuracy rates, false positive thresholds, supported threat types (firearms, knives, etc.), environmental operating conditions (indoor/outdoor), and any preferred integration protocols with existing access control or video surveillance systems? Additionally, please can you clarify the expected number of fixed versus portable units required and whether students will be required to divest backpacks for separate inspection?
i. Refer to Avigilon’s CWD unit data sheets for specifications.
ii. Units are to be assumed “portable” if they are marked with keyed notes 6-8 on the drawings.
iii. If a backpack is identified as containing a threat, the owner will be called to the side for a separate, physical inspection of their backpack.
o. What are the expected throughput rates for CWD units at each entrance, particularly during peak times such as student arrival and dismissal?
i. Throughput rates are specified and included in Avigilon’s CWD unit documentation.
p. Can you provide current enrollment numbers (students), along with average daily staff and visitor counts for each location in the project? If phased, please also include projected counts for the 2025–2026 school year.
i. Enrollment numbers are public data and can be found at https://www.michigan.gov/cepi
q. For each building, please confirm the number of entrances where CWD units will be installed, including traffic flow patterns, entrance dimensions, and available power sources.
i. Buildings with allocated CWD units have “CWD” symbols next to the entrances at which they are to reside or be transported between.
r. How should the CWD units interface with the new video surveillance and access control systems? Are there specific APIs, software platforms, or cabling standards to be used?
i. CWD units will natively integrate with the Avigilon video and access control systems through their Unity/ACC platforms and servers. Cabling standards are listed in our specifications and in our drawings on TG02 and
T401.
https://www.michigan.gov/cepi
ADDENDA 009113 - 6
s. Can you provide performance specifications for vape sensors, including detection sensitivity, alert mechanisms, and recommended placement guidelines?
i. Refer to manufacturer data sheets for specifications.
t. Are there any phasing requirements for demolition of existing systems and installation of new systems, including any required temporary security measures to avoid downtime during the transition?
i. Yes, camera system and access control system downtimes need to be avoided per building, and across the district as a whole. The owner has expressed recent concerns about having cameras offline during security threats. Work needs to be scheduled and phased as to avoid system downtime. In the event of unavoidable system downtime, an outage window needs to be coordinated with the owner and consultant. Work will be completed during second shift to avoid system downtime.
u. Without disclosing proprietary information, can you indicate approximate budget ranges or relative priorities for CWD versus other components (e.g., surveillance cameras, access control)?
i. No
v. Beyond price and schedule, what weighted evaluation criteria will be applied to proposals (e.g., technology innovation, past performance in education environments)?
i. Weighted criteria includes, but isn’t limited to: contractor’s location relative to the owner, past performance on SW Michigan camera and access control projects, contractor’s previous performance with district, and the use of subcontractors,
w. Will voluntary alternates be accepted, such as AI-enhanced detection or mobile
CWD deployments?
i. Please see Addendum 1 section 1.3 questions “e” and “h.”
x. Are bidders to provide electrical permits for each school building and include the permit cost within our bid response?
i. Yes. Bidders are responsible for providing electrical permits and should include the permit cost in their bid response, if applicable. It is up to each bidder to determine whether a permit is required based on the scope of work being performed and in accordance with applicable state and local requirements.
ADDENDA 009113 - 7
y. Document 004123 - BID FORM, Section 1.9 BID GUARANTEE. This section requires bidders to furnish a bid security equal to 5% of the base bid amount. Would the district consider waiving the bid bond requirement for this proposal?
i. No, the district will not waive the bid bond requirement.
z. Document 002113 - INSTRUCTIONS TO BIDDERS, Page 20, Section 2.6, item
d. The Umbrella Coverage requirement is listed as $200,000,000. Would the district consider accepting bids from contractors with $2,000,000 in umbrella coverage to ensure the most competitive pricing for the district?
i. Yes, the district will consider bids from contractors with umbrella coverage less than $200,000,000.
aa. Can you clarify if Evolv Express units can be used in place of CWD units?
i. Evolv Express units do not integrate into Avigilon’s camera or access control systems. If submitted in a bid, these units would qualify as voluntary alternates.
bb. Can you clarify if alternate Avigilon camera models are permissible in a voluntary alternate proposal, as these could provide cost savings over the designated models in the RFP?
i. Yes, alternate Avigilon camera models can be submitted as a voluntary alternate.
cc. Does extra card stock for smart cards need to be provided? Does a smart card printer need to be provided?
i. District will self-procure card stock, and a printer is not required.
