About this file
This is an Addendum #1 Revision to a Request for Proposals (RFP) issued by the County of San Mateo Treasurer-Tax Collector's Office for design and installation of a security intrusion alarm system at a new 650-square-foot satellite office located at 1024 Mission Road in South San Francisco, California. The system will serve as a high-security solution for a financial collection facility processing currency, checks, and electronic payments. The scope of work includes installation of two door contacts, motion detectors, five wireless hold-up alarm pads powered by lithium batteries, one keypad, a control panel, and a cellular communicator, with 24/7 UL-listed monitoring services. All equipment must be non-proprietary and transferable to alternative monitoring providers without replacement of core components. The system must maintain 99% operational uptime and process signals at defined intervals: Priority 1 (life safety) within 30 seconds, Priority 2 (property intrusion) within 45 seconds, and Priority 3 (system health) within 60 minutes. The RFP was released August 17, 2026, with a questions deadline of August 25, 2026, a proposal submission deadline of September 1, 2026, and an anticipated contract award date of October 30, 2026. Installation is scheduled to commence no earlier than December 15, 2026, with system commissioning targeted for December 2026. The contract term is three years with one optional two-year extension exercisable at the County's discretion upon 30 days' written notice.
Proposers must complete a pricing proposal table and submit detailed pricing documentation including equipment specifications with unit costs, labor, installation, permitting, and ongoing monitoring fees billed annually, quarterly, or monthly, along with annual maintenance costs for subsequent years. The evaluation will be conducted in two phases: Phase 1 assigns 30 points (60% weight) to firm qualifications based on technical proposal components and 20 points (40% weight) to pricing; Phase 2 awards preferential points of up to 10% for local businesses and non-profits, with additional preference for certified small and micro businesses. Proposers must meet minimum qualifications including four years of experience within the last seven years, an account manager with two years' experience within the last five years, SAM registration, criminal background checks for assigned personnel within the last 12 months, and acceptance of the County's standard contract template without modifications. The County has adopted a Procurement Preference for Local Businesses Ordinance and reserves the right to reject any or all proposals. Sales tax will be applied at the South San Francisco rate. No pre-proposal conference or site visit is scheduled. Payment is due upon project completion and receipt of invoice.

County of San Mateo
Request for Proposals (RFP) for Security Alarm System -
SSF Tax Collector's Office 1024 Mission Road
Treasurer-Tax Collector
RFP No. 15210-27-01
RFP Contact: Carlos Lamas clamas@smcgov.org
1. Introduction and Schedule
The County of San Mateo (the “County” or “SMC”) covers most of the San Francisco Peninsula. The region covers 744 mi and is home to nearly 800,000 residents and 20 incorporated cities. The County provides for the health and welfare of all people within its borders and serves as the local government for the unincorporated areas. Innovation thrives here in industries including bioscience, computer software, green technology, hospitality, financial management, health care, education and transportation. The
County prides itself on how that prosperity fosters its commitment to protecting and enhancing the health, safety, welfare and natural resources of the community.
1.1. Summary
The County of San Mateo Treasurer-Tax Collector’s Office (TTC) is seeking proposals from qualified vendors for the design and installation of a security intrusion alarm system. This system will be acquired for the TTC’s new 650-square-foot satellite office located within the North County Wellness Center
(NCWC) in South San Francisco, California. As one of several departments in this new NCWC, the TTC requires a localized, high-security solution tailored specifically to its operational footprint.
This new satellite location is a critical touchpoint for public service, enabling taxpayers to pay property tax bills in person. Because this site will facilitate the collection and processing of significant sums of currency, checks, and electronic payments, a robust and reliable security alarm is desired. The primary goal of this procurement is to acquire a security intrusion alarm system that will allow the office to support its mission at the most advantageous cost and reasonable ongoing monitoring coverage costs.
The NCWC site joins our primary Redwood City office location and our second satellite location in Half
Moon Bay. We are looking for a partner capable of delivering a modern, scalable system that meets the rigorous security standards necessary for a high-volume financial collection environment.
1.2. Background
The Treasurer-Tax Collector is dedicated to courteously providing the highest level of customer service in an efficient, consistent and professional manner while providing accurate information, collecting property taxes, investing responsibly and safeguarding taxpayer dollars for the residents of the County.
In order to support our mission in this new space, the TTC through this RFP is seeking for qualified proposers to submit bids for a security intrusion alarm system that accomplishes the following goals:
A. Provide intrusion/burglar alarm monitoring for a office suite roughly 650 square feet with two points of entry.
B. The system should support the add-on of commercial quality hold-up alarm buttons for five (5) workstations.
C. The system must communicate to a UL listed monitoring center primarily wirelessly via cellular data.
D. The TTC would require proposers who provide equipment options that are open architecture design, not proprietary, and are suitable to re-solicit monitoring and maintenance services through subsequent solicitation cycles, at the TTC's discretion.
