About this file
This is a Measurement and Payment specification document for the City of Plant City's Lift Station Communication Improvement project, which is partially funded through a Federal Emergency Management Agency (FEMA) grant administered by the Florida Division of Emergency Management. The project involves modernizing the Remote Terminal Unit (RTU) communication platform across the City's 55 lift stations to enhance system visibility, operational efficiency, and infrastructure resilience. The specification establishes the basis for contractor compensation across multiple work categories, including mobilization and demobilization, RTU material installation, bonds and insurance, master communication equipment and data management systems, field technician services, supervisory oversight, and HMI/PLC/SCADA engineering services. Payment for mobilization is structured on a lump sum basis with partial payments scaled to construction completion percentages, while RTU material payment is calculated per lift station upon full installation, testing, and acceptance by the City.
Contractor compensation combines both lump sum and unit price billing methods. RTU material costs include all equipment, components, and materials required for complete operational systems at each lift station but exclude installation and testing labor. Field technician services, supervisor/foreman time, and HMI/PLC/SCADA engineering are compensated on an hourly basis, with payment limited to authorized and documented hours of actual work performed in the field. The master communication equipment and data management system pricing includes all software, licensing, cloud-based services, configuration, integration, and associated labor for the contract duration. All contractor proposals must establish a total project price reflecting complete work completion, and the City reserves the right to adjust quantities during construction. Work is not considered complete until all testing demonstrates compliance with plans and specifications, and contractors must prepare detailed schedules of values for progress payment purposes.

B. The proposal prepared by CONTRACTOR for the various items of work are intended to establish a total price for completion of the work in its entirety. Should the contractor feel that the cost for any particular work item has not been established by the Schedule of Payment items or this Section, the Contractor shall include the cost for that work in one of the bid items so the proposal for the project reflects the total cost to complete the work.
C. The CITY reserves the right to increase or decrease the quantity of any item or portion of the work during the progress of construction in accordance with the terms of the Contract.
D. Unit prices, if used, are used as a means for computing the bid, for Contract purposes, for periodic payments, for determining value of additions or deletions.
E. Payment shall be made for the items listed on the Bid Form on the basis of the work actually performed and completed, such work including but not limited to, the furnishing of all necessary labor, materials, equipment, tools, transportation, delivery, disposal of waste and surplus material, restoration and all other appurtenances to complete the construction and installation of the work as shown on the drawings and described in the specifications.
F. Work shall not be considered complete until all testing has been satisfactorily completed and the item of work has demonstrated compliance with plans and specifications.
1.2 RELATED PROVISIONS
A. Payments to CONTRACTOR: Refer to General Conditions, Supplementary Conditions, and Agreement.
B. Changes in Contract Price: Refer to General Conditions and Supplementary Conditions.
1.3 SCHEDULE OF VALUES
A. CONTRACTOR shall prepare a schedule of values for review with the return of the executed agreement to CITY. The schedule shall contain the installed value of the component parts of lump sum work for the purpose of making progress payments during the construction period.
B. The schedule shall contain sufficient detail for proper identification of work accomplished. The sum of all scheduled items shall equal the total value of the contract.
C. Unit Price Work: Reflect unit price quantity and price breakdown from the conformed bid form.
D. Lump Sum Work: Reflect Schedule of Values.
1.4 ITEM DESCRIPTIONS
A. Mobilization/Demobilization
1. Measurement: The quantity to be paid for under this Section shall be on a lump sum basis.
2. Payment: The lump sum bid price shall include all expenses associated with the provision of labor, equipment, transportation, storage, and materials required for the construction of the project. Demobilization shall include removal of equipment as well as cleaning of site. Partial Payments for mobilization shall be as follows:
| Construction Percent Complete | Allowable Percent of Lump | ||||||
| Sum for Mobilization | |||||||
| 5% | 10% | ||||||
| 10% | 25% | ||||||
| 25% | 50% | ||||||
| 100% | 100% |
B. RTU Material
1. Measurement: The quantity of RTU material to be paid for under this Section shall be measured by the each lift station for which the required RTU materials have been furnished, installed, tested, and accepted by the City.
2. Basis of Payment: The Contract Unit Price shall include all RTU equipment and materials required to provide a complete and operational RTU system at each lift station in accordance with the Contract Documents. Materials shall include, but not be limited to, the RTU controller, I/O modules, communication interfaces, power supplies, terminal blocks, relays, fuses, wiring accessories, mounting hardware, enclosures or panel components, and other incidental materials required for complete installation. RTU Material shall not be considered complete or eligible for payment until the RTU equipment and associated materials have been furnished and incorporated into the work, all required I/O points have been tested, communications with the SCADA system have been verified, deficiencies have been corrected, and the RTU system has been accepted by the Owner. Installation, programming, testing, commissioning, and inspection labor shall be paid under the applicable Labor Bid Items and shall not be included in the RTU Material unit price.
C. Bonds and Insurance:
1. Measurement: The quantity to be paid for under this Section shall be on a lump sum basis.
