Section M- Evaluation Factors for Award

FINAL DOWNSELECT, MAAS PRODUCTION

M-901. EVALUATION BASIS FOR AWARD

1. Basis for Award of Requirements Contract

This acquisition will utilize a factor approach to succeed through Downselect for an award decision. The Government intends to award a D-type, Requirements type contract for no more than one (1) contractor as a result of this evaluation. Award decision will go to the offeror/contractor who can successfully complete First Article Testing with the lowest proposed prices.

Award will be made to the responsible offeror whose proposal and submitted documentation conforms to all solicitation requirements, such as terms and conditions, representations and certifications, technical requirements, and also provides the best value to the Government based on the results of the evaluation described in paragraph 2 and 3 below.

2. FACTORS and Relative Importance.

A detailed and complete analysis of each offeror’s/contractor’s delivered/provided information will be performed. The Government’s evaluation will be based on the following factors:

FACTOR I: First Article Testing

FACTOR II: Cost/ Pricing Proposal

Relative Importance of Each Factor. The following factors will be evaluated:

FACTOR I First Article Testing

FACTOR II Cost/Price

Factor I, First Article Testing is considered significantly more important than Factor II, Cost/Price.

3. Proposal Evaluation. The evaluation process will be accomplished in accordance with the following criteria:

a. Factor I: First Article Testing The Government will use the First Article Test report(s) provided by the DoD AAS testing agency, NAVAIR as a starting point for comparison assessment and selection, should more than one offeror pass First Article Testing IAW MIL-STDs 3035, MIL-STD 3036, and the USAF approved AAS test matrix.

b. Factor II: Cost/Pricing The Government will use the Total Evaluated Cost/Price determined at the Initial Source Selection as a starting point. Adjustments will be made to the initial TEP at initial contract award and will be applied to the Total Evaluated Cost/Price of the downselect. If adjustments are made, a reasonableness and balance assessment will be made.

(1) Reasonableness

The existence of adequate price competition is expected to support a determination of

reasonableness. Price analysis techniques may be used to further validate price reasonableness.

If adequate price competition is not obtained or if price reasonableness cannot be determined using price analysis of Government obtained information, additional information in accordance with FAR 15.4 may be required to support the proposed price.

(2) Balance

Offerors are cautioned against submitting an offer that contains unbalanced pricing.

Unbalanced pricing exists when, despite an acceptable TEP, the price of one or more contract line items (including the Basic and Option periods) is significantly overstated or understated as indicated by the application of price analysis techniques. An overstated or understated CLIN price may be due to (a) illogical progression of rates, factors or unit prices between program years, (b) unit prices that do not take into account quantity variations, or (c) the “front-loading” of CLINs; either of these situations would reflect an inaccurate “true” cost for that CLIN. Front-loading occurs when a larger than normal amount of costs are concentrated in an early contract period. The Government will consider any “front-loaded” CLIN as unbalanced, since acceptance of the proposal would result in advance payment. The Government will analyze offers to determine whether there are unbalanced, separately priced line items or sub-line items.

Prices submitted will be compared and evaluated to ensure that a logical progression exists as related to price and quantity changes within each offeror’s response to the pricing structure in RFP Attachment 04 MAAS Cost/Price Matrix and Schedule B in the RFP. Offers that are determined to be unbalanced may be rejected if the lack of balance poses an unacceptable risk to the Government.

(3) Total Evaluated Price (TEP)

The TEP will be used for evaluation purposes only. It will be calculated by adding together the evaluated prices for CLINs X001, 1002, 1003, 1005, 1006. Offerors are advised that the evaluation of Options shall not obligate the Government to exercise said options. The evaluated prices for each of the aforementioned CLINs will be calculated as explained in the paragraphs below.

The evaluated CLIN prices will be calculated as follows:

i. For CLINs 1001, 2001, 3001, 4001, and 5001 an evaluated price will be calculated by multiplying the proposed unit price times the respective Best Estimated Quantity

ii. CLIN 1007 (Data) is Not Separately Priced (NSP) and therefore will not be part of the TEP calculation. These CLINs are the only ones offerors are allowed to propose as NSP.

iii. CLIN 1004 (Travel) shall be based on per diem amounts and be proposed as

Cost Reimbursable No Fee (CRNF). Travel CLINs shall not be used in calculating the TEP.

iv. CLIN 1006 (Data- Engineering Change Proposals (ECP)) will be proposed as a labor rate which the Government will assign a set amount of hours for the calculation of TEP.

v. All dollar amounts provided shall be rounded to the nearest whole dollar.

The TEP will be used for evaluation purposes only. Offerors are advised that evaluation of BEQ and options shall not obligate the Government to exercise such options nor shall it obligate the Government to order the BEQs stated.

Pictured below is an example of the RFP Attachment 04 MAAS Cost/Price Matrix. The example is provided for demonstration purposes only and is not inclusive of all contract periods. The Government estimated dollars, hours, rates, quantities, and/or prices contained within are arbitrary numbers. The example is in no way reflective of the actual/total requirements as defined in the RFP. It is provided only as a means of identifying how the various types of calculations will be performed.

The evaluation of the proposed cost/price information will be documented in an initial report, interim report (if applicable), and a final report. The initial report will document the initial cost/price evaluations. The interim report will reflect changes to the initial report that document EN discussion responses and interim evaluations. The final report will reflect changes to the initial and interim reports that document Final Proposal Revision (FPR) responses and final evaluations.
