SECTION M

EVALUATION FACTORS FOR AWARD

A. INTRODUCTION:

1. This acquisition will utilize Price Only procedures restricted to technically qualified

“Approved Source” offeror(s). Offeror(s) currently on the Approved Sources List (762), are considered Technically Acceptable. This acquisition shall use price as the only evaluated factor for each individual NSN.

2. Award(s) will be made to the responsible approved source offeror(s) whose proposal conforms to all solicitation requirements, such as terms and conditions, required delivery schedule, representations and certifications, and has the lowest total evaluated price on an individual NSN basis, not as a whole.

3. Past performance record and history will be assessed as one of the multiple standards required for a successful offeror to be determined responsible as described in FAR 9.104

4. The government intends to award the requirement(s) represented in this solicitation on a split award basis. Each NSN will be evaluated independently of other NSNs and the lowest priced offer will be selected to receive award for that particular NSN.. The Government reserves the right to award all NSNs, some NSNs, or no contract at all.

B. EVALUATION FACTORS AND PROCEEDURES:

1. The government shall evaluate proposals based on the evaluation factor below:

Price-

The offeror’s price will be evaluated for the criteria of Price Reasonableness and Balance.

Price Reasonableness: The proposed prices will be evaluated for Price Reasonableness. For a price to be reasonable, it will represent a price to the Government that a prudent person would pay when consideration is given to prices in the market. Normally, price reasonableness is established through adequate price competition, but may also be determined through cost and price analysis techniques as described in FAR 15.404. For additional information see

FAR 31.201-3.

Balance: The Government may also determine a proposal unacceptable should the proposed prices be unbalanced. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more items/Contract Line Item Numbers (CLINs) is significantly overstated or understated as indicated by the application of price analysis techniques as those defined by FAR 15.404-1.

Total Evaluated Price (TEP): A TEP will be calculated and used for the evaluation of offers to determine the lowest priced NSN.

Contractors may propose on all NSNs or some NSNs; however, they shall include pricing for all out-years and all exhibits (exhibits G,H,J, and K) for the proposed NSN to be considered eligible for award. Failure to quote all out-years and/or all exhibits will be considered “None Responsive”.

The TEP calculation will be a summation of all Exhibit Line Item Number Pricing (exhibits G, H, J, and K) per NSN and all out-years pricing for that NSN.

The contractor who proposes the lowest price per NSN and meets the criteria of Price reasonableness, Balance, and all other evaluation criteria contained in this document shall be awarded that NSN.

2. Solicitation Requirements, Terms and Conditions: In addition to meeting the identified factor above, offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and required delivery schedules.

Furthermore, all offerors shall be listed as an approved source in the Government’s Screening Analysis Worksheet Form 762 prior to contract award.

A qualification package request is attached to this solicitation for those contractors who are not already qualified; however, per FAR 9.202(e), the government reserves the right not to delay contract award in order to provide a potential offeror with an opportunity to demonstrate its ability to meet the standards.

3. The process for the evaluation of proposals is as follows:

a. The award(s) will be made to the offeror(s) that submitted the proposal with the lowest Total Evaluated Price for each NSN and is a qualified source.

b. In the event that two Vendors quote the same price on a NSN, the Government may open the requirement up to discussions in the effort to allow the vendors to quote their best and final price.

c. Past performance record and history will be assessed as one of the multiple standards required for a successful offeror to be determined responsible as described in FAR 9.104. Contractors shall meet the required delivery dates, as well as the terms and conditions in this solicitation, to be determined responsible.

d. FAR 9.104-1 -- General Standards.

(a) Have adequate financial resources to perform the contract, or the ability to obtain them
