About this file

This is an Addendum to the Evaluation Criteria section of the solicitation for Premise Wire (FA481926Q0032) at Tyndall Air Force Base. The evaluation methodology employs a two-factor approach with sequential consideration: Factor 1 (Technical) and Factor 2 (Price). Offerors must receive an "Acceptable" rating on the technical factor to remain eligible for award; those rated "Unacceptable" are immediately eliminated from consideration. The technical evaluation assesses whether the offeror demonstrates a clear understanding and sound approach to meeting all solicitation requirements, specifically requiring a detailed description of how the vendor will perform each task listed in Attachment #1 and meet the specified performance schedule. Offerors must provide complete pricing for the entire requirement; partial pricing submissions will be rejected as non-responsive.

The award process follows a lowest-price-technically-acceptable (LPTA) methodology conducted in sequential order: price evaluation first to determine fair and reasonableness; technical evaluation second of the lowest-priced fair and reasonable offer; and award to the lowest-priced offeror with acceptable technical approach. If options are included, they will be evaluated by adding option prices to the base requirement, and the government may calculate extension pricing for six-month service extensions using unit prices from the base year or last option period. Award is finalized through written notice of award, which creates a binding contract without further action by either party.

Addendum to 52.212-2 Evaluation—Commercial Products and Commercial Services

(A) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

(1) Factor 1: Technical

The Government will evaluate the offeror's technical approach to determine if it demonstrates a clear understanding of, and a sound approach to, meeting the requirements outlined in the solicitation. The evaluation will be conducted on an Acceptable/Unacceptable basis.

· Acceptable: The offer clearly demonstrates the offeror's ability to meet all technical requirements of the solicitation.

· Unacceptable: The offer fails to demonstrate the offeror's ability to meet all technical requirements of the solicitation.

To be considered for award, an offeror must receive a rating of "Acceptable"underthis factor. Any offeror rated "Unacceptable" will be ineligible foraward and will receive no further consideration.
The technical approach must provide a clear and concise description of how the offeror will perform each task listed in Attachment # 1 and meet the specified performance schedule. The quotation shall not simply rephrase or restate the Government’s but, rather, shall provide convincing rationale to address how the vendor intends to meet the requirements.

(2) Factor 2: Price

The Government will perform a price analysis (IAW RFO 15.404-1) to determine if the offeror's total proposed price is fair and reasonable. To be eligible for award, offerors must provide pricing for the entire requirement; offers with partial pricing will be rejected as non-responsive.

(B) Basis for Award:

The Government intends to award a contract to the responsible offeror who provides the best value. The evaluation will be conducted in the following sequential order:

(1) Price Evaluation (Factor 2): All quotes will be organized from lowest to highest total price. The Government will next evaluate all quotes to determine prices are fair and reasonable. Quotes found not to be fair and reasonable will be removed from consideration.

(2) Technical Evaluation (Factor 1): The Government will then evaluate the technical approach of the lowest-priced offeror that was determined to be fair and reasonable.

· If the technical approach is rated "Acceptable," the evaluation proceeds to Step 3.

· If the technical approach is rated "Unacceptable," the quote is eliminated from further consideration. The Government will then move to the next lowest-priced fair and reasonable quote and repeat this step.

(3) Award Decision: Award will be made to the lowest priced offeror with an “Acceptable” technical approach.

(C) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s). When applicable and IAW RFO Clause 52.217-8, the government will include a six-month Extension of Services in the offerors total evaluated price by calculating unit prices for the base year or last option period multiplied by six.

(D) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
