About this file

This file is a Questions and Answers document for a premise wiring solicitation at Tyndall Air Force Base, Building 549. The Q&A clarifies scope, equipment responsibilities, and technical requirements for contractors bidding on the project. Key clarifications include: all cabling materials (fiber and copper) are contractor-furnished and contractor-installed; existing Cat-6 premise wiring must be removed and replaced with new Cat-6 plenum cabling; network switches are government-furnished equipment while UPS units, patch panels, and fiber optic panels are contractor-furnished; the existing network infrastructure must remain operational during installation with parallel cabling installation and cutover activities after testing; two wall-mounted communications cabinets in Room 133 will be replaced with new free-standing 42RU or 48RU lockable cabinets (sizing to be determined), and one cabinet will be replaced in Room 122; existing wireless access points must be rewired; and new fiber optic cabling may be required if the current fiber does not meet National Electrical Code (NEC) standards based on ceiling space ratings (plenum versus riser rated).

Additional key requirements include: removal of all replaced cabling, patch panels, and jacks; coordination of outlet locations with 325 CS after award using the provided layout drawings; installation of a dual data outlet in the northwest training bay; relocation of existing fiber optic head-end service equipment to new communications cabinets; Buy America compliance applies; federal prevailing wages do not apply; no classified clearances are required; and contractors have approved supplier lists for all equipment on pages 8-9 of the solicitation. The document confirms that base support requirements such as laydown and storage areas must be coordinated with 325 CS, and all disturbed base property must be restored to "as found" condition or better upon completion.

Responses
1. Do you have plans to scale available?
Attached in solicitation on sam.gov
2. Is this office space a hard ceiling or a drop ceiling?
I’m not 100% sure of the entire building, but most of it is Drops Ceiling
3. Are there available pathways to run the horizontal wiring?
No, the existing J-Hooks are used and too small to add to while keeping building operational during project.
4. Can you send photos of the premises? Photos of the telco rooms? (We can provide our credentials for clearance and confidentiality).
That can be accomplished.
5. Does Buy America Compliance apply to this contract?
yes
6. Do federal prevailing wages apply to this contract?
no

9. The SOO references installation of network cabinets, UPS units, patch panels, network switches, and fiber optic cable (FOC) panels within Communications Rooms 122 and 133.

(Please clarify which of these items are Government Furnished Equipment (GFE) and which are Contractor Furnished Equipment (CFE). If contractor furnished, please provide any applicable manufacturer or model requirements.)

From SCOW’s perspective, all Fiber and Copper cabling materials required for this project shall be contractor furnished, contractor installed equipment.

10. The SOO references installation of FOC panels but does not identify associated fiber optic cabling requirements.

(Please clarify whether new fiber optic cabling is required under this project. If so, please provide fiber type, strand count, and termination requirements.)

If current fiber is not properly rated then new fiber would be required to comply with the NEC, i.e. plenum rated vs riser rated depending on what the ceiling space isa rated as.

11. Please clarify whether the existing network infrastructure is required to remain operational during construction.

If so, is the contractor expected to install the new cabling system in parallel with the existing system and perform cutover activities after installation and testing?

Yes, it will need to remain operational during the new installation.

Yes, that is the plan.

12. Please clarify whether removal of existing premise wiring, patch panels, cabinets, and/or abandoned cabling is required under this contract.

Yes, removal of all replaced cabling, patch panels and jacks will need to be removed under this contract.

13. The SOO states that the contractor shall verify all drop locations. Are additional drawings available identifying the intended outlet locations, or should bidders assume outlet quantities only, with final outlet locations to be coordinated with 325 CS after award?

Yes see layout on last page of SOO for what is needed in each room. Otherwise assume quantities with coordination after award.

14. Demolition is not stated as part of the issued Scope of Work. It will be added to the Scope of Work that all of the existing Cat-6 premise wiring will be removed (demolished) and replaced with new Cat-6 plenum cabling per the plan sketch provided. Please confirm.
Correct, that is the intent as the NEC states no cabling should be left in the ceiling space unless specifically designated for a future requirement.
15. The existing WAP’s (Wireless Access Point) are not indicated to be re-wired. This is to be added to the Scope of Work. Please confirm.
Yes, this needs to be added into the scope to keep the wireless capabilities.
16. The Network Switches, UPS’s and Fiber Optic patch panels are existing and are furnished by the government. Please confirm.
Only the Network switches and switches are government furnished equipment. The rest should all be new.
17. Comm head-end location Room 133 shall include replacing the two wall-mounted comm cabinets with two (2) new free-standing 42RU lockable cabinets. Please confirm.
Yes, as discussed, it is required to relocate all the wall mounted equipment in the cabinets. As for 42 vs. 48 RU sizing should be determined after adding up the projected space that will be installed plus room for growth.
18. Comm head-end location Room 122 shall include replacing one (1) wall-mounted comm cabinets with one (1) new free-standing 42RU lockable cabinet. Please confirm.
That should be sufficient.
19. There shall be a Dual Data Outlet added to large training bay at the northwest corner of the building. Please confirm.
Confirm locations of drops with customers on a map to be provided to the contractor.
20. The existing fiber optic head-end service equipment will be relocated to the new Comm cabinet.
Yes, that is the intent.
21. Is the work in a classified area and will it require SECRET clearances, or not?
B549 is not a classified area and no secret clearances will be needed.

22. Section 3.1.1 references the installation of new network cabinets, UPS units, patch panels, network switches, and FOC panels as required. Could the Government please clarify whether these items are Government-Furnished Equipment (GFE) or Contractor-Furnished Equipment (CFE)?

If any of these items are Contractor-Furnished, please provide the required quantities, approved manufacturers/models (if applicable), and any additional specifications necessary for pricing.

The items mentioned in Section 3.1.1 will be Contractor- Furnished Equipment, As outlined in Section 3.0, “The Contractor shall engineer, furnish, and install the infrastructure as defined herein.” Quantities for all required equipment are provided on page 11 and contractors have a list of approved suppliers for all equipment listed on pages 8 & 9.
