L1.0 Program Title and Objectives The Government intends to award a single-award indefinite-delivery, indefinite-quantity (IDIQ) contract through full and open competition for Global Content Delivery Services (GCDS) II. The award will be made to the offeror whose proposal represents the best value in accordance with the evaluation criteria defined in Section M, Evaluation Factors for Award. The Government reserves the right to make no award at all.
L1.1. Budget/Funding Information Funding for the GCDS II acquisition will be provided at the individual task order level. This firm fixed price IDIQ contract has a three (3) year base period, with three (3) 1-year option periods. The estimated contract ceiling is $192M, with a minimum guarantee of $10,000.00.
L2.0 General Instructions For the purpose of this solicitation, an offeror is defined as a prime contractor. Each offeror, identified by a distinct Commercial and Government Entity Code (CAGE) code, may submit only one proposal in response to this Request for Proposal (RFP).
L2.0.1. This section of the Information to Offerors provides general guidance for preparing proposals as well as specific instructions on the format and content of the proposal. The offeror's proposal must include all data and information requested by the RFP and must be submitted in accordance with these instructions. Offerors are required to address all requirements outlined in the RFP. Non-conformance with the instructions provided in this Information to Offerors may result in removal of the proposal from further evaluation.
L2.0.2. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their capabilities and experience and will base its evaluation on the information presented in the offeror's proposal.
L2.0.3. Elaborate brochures or documentation, binding, detailed artwork, internet hyperlinks, or other embellishments are unnecessary and are not desired.
L2.0.4. The offeror shall make a clear statement in Volume I cover page that the proposal is valid for a minimum of 180 days from the proposal due date.
L2.0.5. In accordance with (IAW) Federal Acquisition Regulation (FAR) Subpart 4.8 (Government Contract Files), the Government will retain one digital copy of all unsuccessful proposals.
L2.0.6. Portions of the successful offeror’s proposal may be incorporated into the contract as an attachment in Section J.

Exchanges of source selection information between Government and offerors will be controlled by the KO or CS. Evaluation notices and responses will be transmitted as emails and will be treated as source selection information. The subject line of the email shall be titled: “RFP HC1084-20-R-0005, Contractor Name, Source Selection Information See FAR 2.101 and 3.104.” Questions/comments are due no later than 4:00 P.M. Central Time on June 11, 2020. The Government reserves the right to not answer questions submitted after the deadline. Questions must be received in the KO’s and CS’ inbox before the deadline specified on SF-1449, Block 8 in Central Time in order to be considered timely.
No information concerning this solicitation or requests for clarification will be provided in response to offeror initiated telephone calls. All such requests must be made in writing and submitted as directed above. All questions/comments provided in a timely manner will be answered in writing and provided to all offerors. However, written inquiries may not be answered when requests are received by the Government points of contact after the original due date for receipt of questions as specified in this solicitation. The timeframe for submitting inquiries will not be extended as a result of an extension to the due date for the receipt of offers unless authorized by the KO.
L2.1.6. Debriefings.
The KO will notify offerors of any decision to exclude them from the competitive range; whereupon, they may request and receive a debriefing in accordance with FAR 15.505. Offerors excluded from the competitive range may request a pre-award debriefing or they may choose to wait until after the source selection decision to request a post-award debriefing. However, offerors excluded from the competitive range are entitled to no more than one debriefing for each proposal. The KO will notify unsuccessful offerors in the competitive range of the source selection decision in accordance with FAR 15.506. Upon such notification, unsuccessful offerors may request and receive a debriefing. Offerors desiring a debriefing must make their request in accordance with the requirements of FAR 15.505 or 15.506, as applicable.
L2.1.7. Award without Discussions.
The Government intends to award without discussions. Therefore, the offeror’s initial proposal should contain the offeror’s best approach/terms for technical, management, and price; however, despite this intent, the Government reserves the right to conduct discussions if the Source Selection Authority (SSA) determines they are necessary. If the SSA determines that discussions are necessary, a competitive range will be established. Based on the ratings of each proposal against all evaluation criteria, the KO shall establish a competitive range comprised of all of the most highly rated proposals, unless the range is further reduced for purposes of efficiency, pursuant to FAR 15.306(c)(2). In the event issues pertaining to a proposed contract cannot be resolved to the SSA's satisfaction, the Government reserves the right to withdraw and cancel the solicitation. In such event, offerors will be notified in writing.

Each offeror shall specifically identify in its proposal whether or not any potential or actual OCCI, as described in FAR Subpart 9.5, exists for this procurement. If an offeror believes that an actual or perceived OCCI does exist on this procurement, the offeror shall submit an OCCI plan with the proposal, explaining in detail how the OCCI will be mitigated and/or avoided.
L2.1.9. DD254, DoD Contract Security Classification Specification.

Page limitations may be placed on responses to Evaluation Notices (ENs). The specified page limits for EN responses will be identified in the letters forwarding the ENs to the offerors. Page limitations shall not be circumvented by including inserted text boxes/pop-ups or internet links to additional information; such inclusions are not acceptable and will not be considered part of the proposal. The Government reserves the right not to consider for award any proposal that does not adhere to the administrative requirements of this solicitation. Each page shall be counted except the following: cover pages, table of contents, tabs, SCRM plans, and glossaries.
L2.2.2. Page Size and Format.
L2.2.2.1. A page is defined as each face of a sheet of paper containing information. When both sides of a sheet display printed material, it shall be counted as two pages. Page size shall be 8.5 x 11 inches, not including foldouts. Pages shall be 1.5 line spacing. Except for the reproduced sections of the solicitation document, the text size shall be no less than 10 point Ariel, Times New Roman, or Courier New font for all text. The technical volume of the proposal shall be submitted as both an MSWord 2007 and newer file and as an Adobe PDF document. Tracking, kerning, and leading values shall not be changed from the default values of the word processing or page layout software. Use at least 1-inch margins on the top and bottom and ¾-inch side margins. Pages shall be numbered sequentially by volume. These page format restrictions shall apply to responses to ENs. These limitations shall apply to both electronic and hard copy proposals. It is the sole responsibility of the Offeror to ensure that the electronic files submitted are virus free and can be opened and read by the Government. Proposal submissions shall not be locked, encrypted, or otherwise contain barriers to opening. The Government is under no obligation to seek clarification regarding electronic proposal submissions if submissions cannot be opened or accessed.
L2.2.2.2. Legible tables, charts, graphs and figures shall be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated, legible, and shall not exceed 11 by 17 inches in size. For tables, charts, graphs and figures, the text shall be no smaller than 10-point Ariel, Times New Roman, or Courier New font for all text included in a table. These limitations shall apply to both electronic and hard copy proposals. Names of specific personnel shall be removed from all proposal volumes (this does not include proposal points of contact requested elsewhere in this RFP or any other personnel not related to technical performance of the contract, such as in the OCCI plan).
L2.2.3. Cost or Pricing Information All cost or pricing information shall be addressed ONLY in the Cost/Price Proposal Volume. Cost tradeoff information, workhour estimates, and material kinds and quantities may be used in other volumes only as appropriate for presenting rationale for alternatives or design and tradeoff decisions.
L2.2.4. Classified Information No classified requirements exist for GCDS II. Security requirements are outlined in the DD254.
L2.2.5. Cross-Referencing To the greatest extent possible, each volume shall be written on a standalone basis so that its contents may be evaluated with a minimum of cross-referencing to other volumes of the proposal. Information required for proposal evaluation which is not found in its designated volume will be assumed to have been omitted from the proposal. Cross-referencing within a proposal volume is permitted where its use would conserve space without impairing clarity.
L2.2.6. Cross Reference Matrix.
The offeror shall prepare a Cross Reference Matrix cross-referencing all RFP requirements to the location of the offeror’s responses in their proposal. The Cross Reference Matrix provides reference information, but is not evaluated. The offeror’s format is acceptable.
L2.2.7. Indexing.
Each volume shall contain a more detailed table of contents to delineate the subparagraphs within that volume. Tab indexing shall be used to identify sections.

e. Virus Check. Offerors shall perform a virus check prior to proposal submittal and certify they have done so in the proposal’s cover pages.
f. Use of the software and procedures described in this part will reduce the amount of time and effort needed by the Government to receive and install proposals into an electronic evaluation system and will help to ensure that proposals are suitable for reading electronically. By submitting a proposal, the offeror represents that the offeror’s firm will perform all the requirements specified in the solicitation. All the requirements specified in the solicitation are mandatory, unless otherwise noted.
L5.0. Volume III - Cost/Price.
L5.1. Volume Organization.
The Cost/Price volume shall be organized according to the following general outline:
SECTION 1 Required MS Excel-based GCDS II Price Model (Exhibit B-1)
L5.2. General Instructions.
L5.2.1. Price Reasonableness and Completeness.
This section is to assist in submitting information other than pricing data that is required to evaluate the reasonableness and completeness of the proposed price. Offerors are required to submit their pricing proposal in Exhibit B-1, GCDS II Price Model. The Government will verify that all solicitation requirements have been priced, figures are correctly calculated, and prices are presented in a clear and useful format. The Government reserves the right, but is not obligated, to review prices for realism. Additionally, unbalanced pricing poses an unacceptable risk to the Government and may be a reason to reject an offeror’s proposal. Price submissions should be sufficiently detailed to demonstrate their reasonableness.
L5.2.2. Price Information.
Pricing submitted for the base period and all option periods, including option pricing for an additional six-month period that may be authorized IAW FAR 52.217-8 "Option to Extend Services" will be evaluated. See FAR 52.217-8, which authorizes the Government to require continued performance of any services within the limits and at the rates specified in the contract. These prices shall be identical to the proposed pricing in the six months prior to expiration of the base period, or the final option period, if option periods are present. The total evaluated price will consist of the proposed price for the base period, all option periods, and the option pricing for the additional 6-month period. Unit pricing from the “Unit Price” tab in Exhibit B-1, GCDS II Price Model will be incorporated into Schedule B upon contract award and used for all orders placed post-contract award.
L5.2.3. Cost/Price Information.
Information beyond that required by this instruction shall not be submitted. All information relating to the proposed price, including all required supporting documentation must be included in the section of the proposal designated as the Cost/Price Volume. Under no circumstances shall this information and documentation be included elsewhere in the proposal.
L5.2.4. Cost or Pricing Information Requirements.
In accordance with FAR 15.403-1(b) and 15.403-3(a), information other than cost or pricing data may be required to support price reasonableness. Information shall be provided in accordance with FAR 15.403-5. If, after receipt of proposals, the KO determines that there is insufficient information available to determine price reasonableness and none of the exceptions in FAR 15.403-1 apply, the offeror shall be required to submit cost or pricing data.
L6.0. Volume IV – Supply Chain Risk Management (SCRM) Volume.
A determination has been made by the program office that the items or services to be procured under this RFP are subject to Supply Chain Risk Management (SCRM) controls as outlined in the PWS. As a result, contractors will be required to submit a detailed organization-wide SCRM plan as part of their proposal. Supply chain risks range from natural threats to counterfeit products and applies to quality, security, resiliency, and product integrity. Mitigation plans to manage risks may involve logistics, cybersecurity, and financial management. The goal is to preclude undue risk to the Government and ensure supply chain continuity in the event normal business operations are interrupted. This evaluation factor will assess the adequacy of an organization-wide SCRM plan to identify threats to the supply chain, and provide mitigation strategies that will protect the Government’s interest.
If a SCRM concern arises after contract award, the Government will determine whether a continuation of the contract poses an undue risk to both the common defense and security to this nation. If the Government determines that such a risk exists, the Government reserves the right to accept or reject a proposed mitigation plan by the Contractor (if one or more is presented within a reasonable time) as negotiated by the Contracting Officer or terminate the contract for convenience.
L7.0. Volume V - Small Business.
Small Business Participation and Commitment Plan All offerors, including small business, that submit proposals as a prime contractor are required to propose on the extent of their inclusion of small businesses in the performance of the contract, including: small business, small disadvantaged business, women-owned small business, HUBZone small business, and service-disabled veteran-owned small business. The Government’s assessment of small business participation and commitment will be measured to determine if small business participation is maximized where applicable. The small business participation plan outlines the "specifics" or the "how" or the "details" of the offeror’s firm intentions to maximize the utilization of small businesses within this acquisition. The offeror shall articulate how small businesses will participate through performance as a small business Prime Offeror and/or “first tier” small business subcontracting only. Second and third tier small business subcontractors will not be considered towards the total small business participation percentage in this factor.
All offerors, including those who are DoD Comprehensive Test Program participants, shall submit a small business participation plan as a part of their proposal. The final small business participation plan will be monitored as a measure of contract compliance. The small business participation plan shall not reference the subcontracting plan or any other volume for information; all information required within the small business participation plan must be contained within the page for that element. This small business participation plan is for the overall contract and will be incorporated at contract award within Section J. The plan applies to the overall contract and will be reviewed on an annual basis. In accordance with DFARS 215.304(c)(i) small business participation is an evaluation factor under Section M.3.5 of this solicitation.
Offerors shall address the below elements in their small business participation plan and must demonstrate their proposed approach as to how they will meet all stated small business participation requirements for this contract.
The extent of participation of small business firms will be calculated (including those in socioeconomic categories as defined in FAR Part 19) in terms of the percentage of the total acquisition value (TAV). The Government will evaluate the extent to which the offeror meets the small business participation minimum objectives. The small business participation minimum objectives for this contract are:
| Small Business: | 25% of the total acquisition value | |
| Small Disadvantaged Business | 10% of the total acquisition value | |
| Women-Owned Small Business | 5% of the total acquisition value |
Service Disabled Veteran Owned Small Business 5% of the total acquisition value Historically Underutilized Business Zone 5% of the total acquisition value
The Government must be able to verify that each percentage is based on the value of the total acquisition. For the purposes of this factor, when calculating goals and dollar values Offerors shall use $192M for the TAV.
The TAV shall only be used for calculating small business participation goals for this element and shall not be considered a minimum guarantee, ceiling amount, or estimate for pricing purposes. The percentage of work performed by small businesses that qualify in multiple socioeconomic categories may be counted in each category. Detailed explanations shall be provided when the Offeror’s percentages do not meet the small business participation minimum objectives listed within the solicitation. If the Offeror submits zero percentages, the Offeror shall provide a detailed explanation to address how the Offeror will achieve small business participation where zero percentages are presented.
A small business participation plan format is included at Attachment L3 for your use. This is a suggested format but not a required format, however, each element included in the template shall be required to be included to determine acceptability.

Detailed explanations must be provided when the percentages fall short of the participation goal listed within the RFP. The Government does not recognize zero percent as a goal. However, if zero percent goals are submitted they must be supported with a detailed explanation and/or a mitigation plan to address how the Offeror will achieve participation where zero goals are cited. If the Offeror does not submit a detailed rationale/explanation, the zero percentage may be evaluated as a weakness. All percentages should use the value of the total acquisition as a baseline. The SBEB must be able to verify that each percentage is based on the value of the total acquisition.
