Solicitation Number 9594CS26Q0041 seeks a contractor to provide substance abuse treatment services for offenders under community supervision.
The base period and four option periods each require 7,300 days of low-intensity residential treatment services, with a sixth-month FAR 52.217-8 option period requiring 4,380 days. Offerors must submit pricing on a per-day basis for all periods. The solicitation includes multiple attachments establishing operational requirements: offenders are limited to 28-day treatment durations, contractors must complete admission confirmations within 24 hours of scheduled admission, and monthly program activity reports tracking admissions, discharges, and completion rates are mandatory. Contractors must comply with strict confidentiality requirements regarding offender information, including provisions under the Privacy Act, Mental Health Information Act, HIV/AIDS statutes, and federal drug/alcohol treatment records regulations. Security clearance requirements apply to all contractor personnel, and contractor staff must maintain appropriate professional boundaries with offenders. Pricing proposals must remain valid for 120 calendar days from submission, and contractors must provide Certificates of Insurance meeting specified requirements within 10 days of award. The solicitation requires submission of a completed cover letter, past performance questionnaires from references, and acknowledgment of all terms and conditions by an authorized company representative.
