About this file

This is Amendment No. 001 to Request for Quote (RFQ) #9594CS26Q0041 issued by the Court Services and Offender Supervision Agency (CSOSA), Office of Procurement, located in Washington, DC. The amendment is effective August 7, 2026, with requisition number OBI260011. The amendment serves three purposes: to respond to vendor questions, to correct Section H numbering in the original solicitation, and to modify Section I to include FAR 52.219-9 Small Business Subcontracting Plan requirements.

The solicitation pertains to Low Intensity Residential Treatment Services. The Questions and Answers section addresses contractor eligibility and certification requirements, clarifying that the mandatory DBH/ASAM Level 3.1 certification can be satisfied through a first-tier subcontractor or teaming partner that owns/operates a certified Washington, DC treatment facility, provided the prime contractor remains significantly involved in service delivery and is not a pass-through entity. The subcontractor's DBH certificate must identify the exact premises for contract performance. Additionally, CSOSA confirmed this is a new requirement with no incumbents and is not a recompete. Offerors must acknowledge receipt of this amendment prior to the hour and date specified in the solicitation by completing and returning the amendment, acknowledging receipt on offer copies, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers. Failure to acknowledge receipt at the designated location prior to the specified deadline may result in offer rejection.

Amendment No. 001

1. May the mandatory DBH/ASAM Level 3.1 certification requirement be satisfied by a proposed first-tier subcontractor or teaming partner that owns/operates the certified Washington, DC treatment facility, while the offeror serves as prime contractor?

RESPONSE: Yes, however, the contractor is still responsible for the overall contract and services rendered.

2. If the answer is yes, must the subcontractor's DBH certificate identify the exact premises proposed for contract performance?

RESPONSE: Yes

3. If the answer is no, must the prime offeror itself be the entity named on the DBH Provider Certification Certificate at the time proposals are submitted?

RESPONSE: See question one (1) and (2).

4. Would CSOSA permit Contractor to participate through a formal teaming or subcontracting arrangement with an existing D.C. DBH-certified ASAM Level 3.1 residential provider, with that provider's certified D.C. premises serving as the place of performance? If so, would the partner's D.C. DBH Provider Certification Certificate satisfy the mandatory certification requirement in Section L.2.2.2?

RESPONSE: Yes, however, the prime must be significantly involved in the delivery of services, and not a simple pass-through. The Offeror shall clearly explain the division of duties in a sub-prime relationship or teaming arrangement. If applicable, please provide sub agreement/teaming agreement documentation.

5. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past?

RESPONSE: This is a new requirement. There are no incumbents. This is NOT a recompete.
