About this file
This document is a sample client notification letter template for use by organizations responding to a Federal Bureau of Prisons (BOP) Request for Proposals for Residential Reentry Center services. The letter serves as a template and does not specify particular solicitation details, response dates, or award information.
The letter is designed to notify past performance references identified in the proposing organization's Business Proposal, Section L, that they may be contacted by the BOP during the evaluation process. The letter explains that the BOP emphasizes past performance as a source selection factor under the Federal Acquisition Streamlining Act (Public Law 103-355) Section 1091 and authorizes references to respond to inquiries about the bidding organization's work. The letter also informs references that while their information may be shared with the proposing organization, Federal Acquisition Regulation Subparts 15.306(e)(4) and 15.506(e)(4) prohibit disclosure of the reference providers' names, thereby encouraging candid feedback. The template includes placeholders for the RFP number, service location, specific points of contact from the reference organization, and contact information for questions.
