About this file
The document is a Sample Client Notification Letter template for past performance references related to a Federal Bureau of Prisons (BOP) Request for Proposals (RFP). The letter is designed to be sent to prospective client references to authorize them to provide performance information for a solicitation, specifically for Residential Reentry Center services. The letter references the Federal Acquisition Streamlining Act and explains that past performance is a critical source selection factor, with clients being asked to provide honest and candid feedback about the contractor's work.
The letter instructs recipients that while their provided information may be released to the contractor's organization, the Federal Acquisition Regulation prohibits revealing the names of reference providers. The template includes placeholder fields for specific RFP details, contract location, points of contact, and allows the contractor to request that references respond candidly to inquiries about their performance history. This document serves as a formal mechanism for obtaining past performance evaluations while maintaining confidentiality of individual reference sources.

In accordance with the Federal Acquisition Streamlining Act (Public Law 103-355) Section 1091, the BOP places substantial emphasis on past performance as a source selection factor. In the event you are contacted for information on work we have performed, you are hereby authorized to respond to those inquiries.
You are advised that while the information you provide may be released to our organization, the Federal Acquisition Regulation at Subparts 15.306(e)(4) and 15.506(e)(4) prohibits the release of the names of the persons providing the reference information. We therefore request that honest and candid information about our performance be provided.
We have identified Mr./Ms. _______________ and Mr./Ms. ________________ of your organization as the points of contact based on their knowledge concerning our work.
