SCOPE OF WORK

SAN FRANCISCO MARITIME NATIONAL HISTORICAL PARK

Maritime Museum Building, Speaker Towers, and Bleacher Interim Maintenance

PART 1: GENERAL

1.01 DESCRIPTION

The work specified herein includes power washing exterior surfaces, washing windows, labor and materials for filling cracks, holes, light plastering, spot painting, painting rail pipe hand painting (Bleachers Only) and approximately 1500 square feet of preparation, routine, and finish painting of the Maritime Museum Building, the speaker towers, and the bleacher seating areas located at 900 Beach Street in San Francisco, California. The Maritime Museum Building is a historic building located within the San Francisco Maritime National Historical Park (SAFR), National Park Service. The intent is to power wash all designated painted surfaces, terra cotta tile roofs, and seating areas, and prepare and paint designated, paintable exterior surfaces. The day-to-day operations adjacent to all these structures will continue during construction. All debris and paint chips shall be minimized and contained as work progresses, and egress for park staff and visitors shall be maintained.

1.02 MARITIME MUSEUM BUILDINGSTRUCTURE PARTICULARS

A. The Maritime Museum Building, the speaker towers and the bleachers are steel reinforced concrete structures. The Maritime Museum Building has stainless steel clad windows, and a terra cotta tile roof. Estimated square foot total for exterior painted surfaces to be washed is approximately 60,300 square feet. glass surfaces to be cleaned are approximately 3,000 square feet. The structures are centrally located within Aquatic Park, and is adjacent to Aquatic Park Cove, within the San Francisco Bay.

1.03 GENERAL CONDITIONS AND INFORMATION

A. The Maritime Museum Building, the speaker towers, and the bleachers are owned by the Department of Interior, National Park Service, herein after called NPS, and are maintained by the San Francisco Maritime National Historical Park, (SAFR).

The Maritime Museum Building, the speaker towers and the bleachers are historic structures, located within the Aquatic Park Historic Landmark District and care must be taken to protect historic fabric that is outside the scope of this contract. Damage to historic fabric will be repaired or replaced in-kind at the Contractors expense.

B. Any particulars described for the work involved is given for guidance to the Contractor, however, the Contractor is to take their own measurements, dimensions and counts and is responsible for the same.

C. Prime and/or Sub Contractors must possess a Contractor’s license issued from the State of California.

D. All work described in this specification is for power washing, window cleaning preparation, painting and finish work of the Maritime Museum Building, the speaker towers, and the bleachers. All repairs and painting shall be accomplished in accordance with the provisions of the NPS Contract and Scope of Work. Additional work that will result in additional cost shall be carried out only when authorized in writing by the Contracting Officer. The contracting officer representative (COR) cannot authorize any work outside the NPS contract and Scope of Work.

E. The Contractor shall be responsible for removing and disposing of any debris from the work areas of Aquatic Park generated by the Contractor during the workday.

F. All disturbed surfaces shall be cleaned and restored to its original appearance by the Contractor.

G. The Contractor shall immediately notify the Contracting Officer of any ambiguities, inconsistencies and errors discovered in this specification or between contracting documents and existing conditions.

104. SPECIAL CONSTRUCTION REQUIREMENTS

A. Before on-site work begins, the Contractor shall submit for approval, an accident prevention and safety plan. The Contracting Officer will review both plans for compliance with OSHA and project requirements. If the plans require any revisions, the Contractor shall resubmit the plans within 10 working days. The plans shall include the following:

• Name of responsible on-site supervisor.

• First-aid procedures.

• Outline of each phase of the work, and the hazards associated with each major phase.

• Methods proposed to ensure property protection and safety of the public, Park Visitors, National Park Service personnel, and the Contractor’s employees.

• Aerial lift operator certification for employees operating aerial lifts.

• Fall protection certification for employees working from height.

B. Special Construction Requirements: The painting project is being conducted within a National Park, which will open daily, that requires construction activities to be carefully coordinated with the Contracting Officer as follows:

• Contractor shall at all times conduct their operations to ensure the inconvenience for employees and visitors are kept to a minimum.

• Confine storage of materials to area designated by Contracting Officer.

• Store materials in accordance with manufacturer’s instructions, with seals and labels intact and legible.

• Contractor is encouraged to obtain materials in biodegradable or recyclable/reusable packaging.

• Deliver materials in undamaged condition, in manufacturer’s original containers or packaging, with identifying labels intact and legible.

• Apply finish material when the temperature is 50 degrees Fahrenheit or above.

• Do not apply exterior materials in damp or rainy weather, or when surface moisture levels are above a products recommend application level.

• Remove from the area daily all oily rags, waste and other combustibles not in a covered metal container from the area daily to prevent fire hazard.

PART 2: SUBMITTALS

2.0 SUBMITTALS

A. Safety Plan B. Construction Schedule C. Provide a complete list of all materials for the work including MSDS.

D. Valid Contractor’s License(s) within the State of California.

PART 3: SCOPE OF WORK/ SERVICES

Contractor shall field verify all new and existing dimensions affecting the work of this contract before ordering materials.

3.1 SITE PREPARATION

A. Fence or barricade the immediate work area to prevent unauthorized entry, public and other existing facilities from the painting operations.

B. Fences and barriers shall structurally meet municipal codes and be neat in appearance.

C. Cover the immediate work area with a drop cloth or other suitable means to prevent paint chips and limit dust and/ or over-spray from entering the Bay and surrounding areas.

D. Cover pipes, hoses, and all power cords crossing walking paths with troughs using beveled edge boards.

E. Remove or cover signs affixed to hand rails, or any other fixtures in or adjacent to the work areas that are not to be painted.

F. Reinstall or remove protection from signs or any other items on adjacent buildings when painting is completed.

G. Restore the building to its normal conditions.

H. Completely remove barriers no longer needed when approved by Contracting

Officer.

3.2 POWER WASH ALL DESIGNATED EXTERIOR SURFACES

A. Power wash all designated painted, exterior surfaces. Ensure water pressure and nozzle selection is set low enough to clean the structure, and not blow off existing paint or cause harm to the “fabric” of a historic building, and/or cause surface materials to be gouged, pitted or loosened.

Painted surfaces to be washed are estimated to be approximately 28,300 square feet.

B. Power wash the Maritime Museum Buildings 3rd and 4th floor exterior terra cotta tiles. Ensure water pressure and nozzle selection is set high enough to clean tiles, without damage to the tile, grout or expansion joints. The cleaned tiles should have a uniform appearance free from moss, mildew, and streaking. The terra cotta tiled area is estimated to be 12,000 square feet, C. Use power washer to clean windows. Squeegees finish all windows after power washing. The window surfaces to be cleaned, is estimated to be 3,000 square feet.

D. Power wash bare concrete bleacher seating areas (treads + risers) with enough water pressure to remove graffiti, gum, and other stains. The cleaned concrete will have a uniform appearance free from streaks. Bleacher areas to be cleaned is estimated to be 20,000 square feet. All handrail to be painted must be pressure washed as well.

E. All pressure washing will be done in such a way the newly cleaned areas will not be soiled by the next phase of cleaning.

3.3 PREPARE, PRIME SPOT COAT PAINT THE MARITIME MUSEUM BUILDING

EXTERIOR WALLS, BLEACHER WALLS, SPEAKER TOWERS AND PAINT

BLEACHER GRAB RAILS

A. Contractor shall submit colors and specifications of patching product to

Contracting Officer for approval prior to application. Maritime Museum exterior walls, Bleacher walls and Speaker Towers: Maritime Museum White formulated my DM Figley Company, Menlo Park, CA. This is an elastomeric paint. See attachment for reference.

B. Bleacher rail paint is Sherman Williams: SWHC164 Pearl Gray. See attachment for reference.

C. Mix and prepare painting materials in accordance with manufacturer’s directions. Use techniques best suited for substrate and type of material applied.

D. Patch and texture voids, and blemishes caused by pressure washing to match the surrounding material in appearance. The product used must be compatible with the substrate and the manufactures instructions followed

E. Do not paint over dirt, rust (except on rails), scale, grease, moisture, voids and blemishes, or other conditions detrimental to formation of durable paint film.

F. Do not apply succeeding coats until the undercoat is thoroughly dry or not less than the manufacturer’s recommended minimum drying time.

G. Apply material evenly without runs, sags, or other application defects. Leave molding, trim, ornaments, edges, lap seams, and millwork clean and true to details without excess paint in corners or depressions. Make edges and lap seams of paint adjoining other materials or colors sharp and clean, without overlaps.

H. Paint surfaces behind removable equipment same as exposed surfaces.

I. Finish exterior doors on tops, bottoms, and side edges same as exterior surfaces.

J. Apply additional coats when undercoats show through the final coat of paint.

The final finish shall be uniform in color and appearance.

K. Total estimated square footage to be spot-painted is 1500 square feet.

L. Total estimated to be painted is 3500 linear feet of Bleacher Grab Rail. Grab rail material is 2” tublar steel. Two coats of paint shall be applied to all rail material.

PART 4: INSPECTION / ACCEPTANCE

4.1 CLOSE OUT

A. A final paint schedule listing the manufacturer, color name and number of each type of paint material used including locations where paint was applied.

B. Restore or refinish surfaces that are damaged due to work of this contract to original condition.

C. Remove all tools, equipment, surplus, materials, and rubbish from the worksite.

D. Remove grease, dirt stains, foreign materials, and labels from finished surfaces. Schedule the final inspection. At time of final inspection, project shall be thoroughly clean and ready for use.

4.2 FINAL INSPECTION

A. Contractor shall submit written certification that the project is substantially complete, and final inspection is requested, the Contracting Officer’s Representative will make an inspection within seven (7) working days of receipt of request.

B. When the Contracting Officer’s Representative determines that the work is substantially complete, he will prepare a list of deficiencies to be corrected before final acceptance and a Letter of Substantial Completion will be issued by the Contracting Officer.

4.3 ACCEPTANCE OF THE WORK

A. After all deficiencies have been corrected; a Letter of Acceptance will be issued.
