DEPARTMENT OF THE INTERIOR

NATIONAL PARK SERVICE

GOLDEN GATE NATIONAL RECERATION AREA

SCOPE OF WORK TO REPAIR AND CORRECT DEFERRED MAINTENANCE AT NIKE SITE:

MISSILE WARHEAD BLDG REPAIRS FA967; MAGAZINE A ELEVATOR STEEL REPAIRS

AND REPLACEMENTS FA 969

AT FORT BARRY/SAUSALITO, CALIFORNIA

1.0 GENERAL

Project Identification: The project is located at the NATIONAL REGISTER OF HISTORIC

PLACES LISTED NIKE MISSILE LAUNCH SITE within the Golden Gate National Recreation

Area, Marin County, CA. The work of this contract shall consist of the project tasks described below for the referenced project. In this document, the project shall be referred to as “the Project.” Reference numbers of this Project:

Park/PMIS Numbers: GOGA 224601

Contracting Officer’s Representative: The Contracting Officer’s Representative (COR) is designated by the Contracting Officer (CO) and shall serve as the primary POC for all technical matters. The

COR is also responsible for the approval of submittals, progress payments, and acceptance and rejection of work. The COR for this project is Jason Hagin, Fort Mason Bldg. 201, San Francisco, CA 94123, (415) 561-4973, Jason_Hagin@nps.gov.

1.1 BACKGROUND:

Nike Missile Site SF-88L is a nationally significant Cold War era property on the National Register of Historic Places. It is the best-preserved Nike missile launcher site in the nation, and the site in the

National Park System that best represents the Cold War historic theme and context. The site presently houses a majority of Nike missiles left in the United States (all of which are inert).

The damp, marine environment of the seaside location requires an intensive program of cyclic maintenance in order to avoid serious and irreversible damage to this nationally significant resource and very popular visitor attraction. When in operation, there were 120 soldiers whose duties involved constant care of the site and its delicate equipment, and we must devote at least a fraction of this effort to its continued unimpaired preservation.

The Missile Warhead Building (FA967) is a 784 sq. ft. concrete block building 20’-0” x 40’-0” with metal rolling doors at either end constructed in 1959. Two existing exterior wood entry doors need to be replaced with pre-hung fiberglass doors to fit a 3’-0” x 7’-5” rough opening (2’-8” x 7’-0” doors), reusing existing latch hardware. The building’s rolling service doors need to be refurbished if feasible or replaced with new doors that match the existing/historic.

The Exclusion Area Fence needs to be repaired with an allowance for up to 5 new replacement 45º arms, and 400 linear feet of three-strand barbed wire needing to be re-hung. Also, a tensioning wire needs repair/re-alignment or replacement if required.

The Magazine A Elevator work consists of replacement of eighteen (18) steel chase covers with matching new ones.

1.2 SCOPE:

A. Contractor shall furnish all necessary supervision, labor, tools, parts, material, equipment, appurtenances and transportation for the “Repair and Correct Deferred Maintenance at Historic Nike

Site Project.” The Project is located in Fort Barry in the Marin Headlands near Rodeo Beach in The

Golden Gate National Recreation Area (GGNRA), Sausalito, Marin County, California as specified herein.

B. Contract documents provided by the Contracting Officer will include archive drawings, site photographs and initial bid site walk through. This information will be made available from Jason

Hagin, Historical Architect, Contracting Officer’s Representative (COR), Building 101 Fort Mason,

1.3 PROJECT DESCRIPTION

The Contractor shall provide all supervision, labor, tools, parts, material, equipment, and transportation to complete the following project work items (the Contractor shall consider the site conditions in project planning and submittal of the quote and at minimum provide water and electrical power as required for the project - toilet facilities are provided nearby the work site and a portable toilet is available for use at the site:

CLIN 1 Missile Warhead Building (FA967): Remove and dispose of two existing exterior wood entry doors and frames and replace with new pre-hung fiberglass entry doors (one right hand outswing and one left hand outswing) to fit the two 3’-0”x7’-5” rough openings (2’-8” x 7’-0” doors), reusing existing latching/locking hardware. Trim as required to match existing door on the east side.

Exterior wood trim shall be redwood or cedar and have radius edges. Threshold shall be bronze aluminum, anchored and sealed with silicone sealant. Seal, prime and paint door and trim to match existing paint scheme. Remove and dispose of existing 10’-0” wide x 10’-1” tall roll up galvanized steel service door on west elevation and replace with new galvanized steel service door to match existing, including left-handed through-wall chain operation, exterior weather hoods, and curved slat profile. Paint new door installation to match existing paint scheme.

CLIN 2 Exclusion Area Fence Repairs: Replace existing 3-strand barbed wire (barbed wire only -chain link panels remain). Include an allowance for hanger arms and miscellaneous hardware. Basis of estimate is 400 linear feet of 3-strand, galvanized, 12.5 ga., 4 point, 5" spaced barbed wire. Repair or replace to make level and tight in appearance approximately 90’-0” of chain link panel top wire at fence panels between entry gates (behind sentry building).

CLIN 3 : Elevator A (FA969) Steel Chase Cover Replacements: Remove and dispose existing and replace to match existing fourteen (14) steel plate chase covers (2’-1” x 2’-1”), two (2) steel plate chase covers 2’-1” x 3’-2” and two (2) steel plate chase covers 8-1/2” wide x 9’-3” with new hot-dipped galvanized plates, anchored with ½” countersunk hex head 316 stainless steel flat head bolts, sealed with single component general use polyurethane sealant in black color, primed and painted black to match existing paint scheme. Anchors are 6 inches on center. The square and rectangular covers, where perpendicular to the open chase are through-bolted to steel angles and so have washers with nuts, and where parallel are tapped into the top flange of the embedded structural steel member that is level with finish grade. At the long rectangular covers at each end of the doors, weld studs may have been used. Field verify all dimensions and anchor sizes prior to ordering materials. Include an allowance for field work to address anchoring and rust stabilization work in the embedded structural steel. Match existing features and historic diamond pattern steel plate as closely as possible.

CLIN 4 OPTION Missile Warhead Building (FA967): Remove and dispose of existing 10’-0” wide x 10’-1” tall roll up galvanized steel service door on east elevation and replace with new galvanized steel service door to match existing, including left-handed through-wall chain operation, exterior weather hoods, and curved slat profile. Paint new door to match existing paint scheme. See

Figure 1 (above).

1.3.1 GENERAL NOTES AND SPECIFICATIONS:

The quality of workmanship, quality and the type of materials, and the details of the Project shall conform to all applicable portions of the highest standards except where requirements of the drawings and specifications are in excess thereto, in which case the drawings and specifications shall take precedence.

Confirm new materials via approval by the COR prior to purchase and installation on site.

Note that the Nike Site will remain open to visitors at the hours posted, and at other hours as may be necessary for the operation of the historic site.

The contractor shall not close or obstruct walkways, or passages unnecessarily, and will not place, nor store, material in walkways, in the courtyard general or in passageways.

The contractor shall take precautions to protect all park visitors and park staff members from injury and safety hazard, as well as protect all of those portions of the structure which are not being worked on from any sort of damage. Any damage which does occur will be repaired by the Contractor at no cost to the government.

Existing coatings are presumed to include lead-based paint.

1.3.1.1 REMOVAL, DISPOSAL AND SALVAGE

The contractor shall furnish labor and materials to complete the removal, disposal, and salvage indicated, as specified herein, or both.

Items to be removed – generally, but not restricted to this list:

1. Lumber, trims and materials associated with door replacements

2. Miscellaneous metals

3. As required selective removals for repairs of existing features noted above.

4. As required with prior approval by COR for limited replacements of existing features noted above.

If the contractor has any doubts concerning the removal, disposal and salvage, or the extent of removal, disposal, and salvage, they shall contact the COR for confirmation (or otherwise) of the parts to be removed, disposed, or salvaged.

The contractor shall execute removal, disposal, and salvage work to ensure that adjacent portions of the resource are not damaged from falling debris or other causes.

Remove as it accumulates, excess debris, except as otherwise specified, resulting from removal, disposal and salvage work. Do not store or permit debris to accumulate on site. If the contractor fails to remove excess debris promptly, the NPS reserves the right to cause same to be removed at the contractor’s expense.

Contractor shall follow NPS Waste Management specifications provided by the Contracting Officer.

Lead based paint contaminated waste management must be coordinated with the NPS Environmental

Protection specialist and as directed by the COR.

1.3.1.2 FERROUS METALS

The contractor shall deliver, store, handle metals to prevent damage to whatever nature, and clean finished metal work surfaces free from stains, markings defects of any kind.

Mild steel – hot rolled mild steel, 0.15% to 0.25% carbon range

Structural steel – ASTM, A36/A36M. Accessories and connections for steel, unless otherwise required: Steel.

Welding rods – ASTM, A233.

Galvanized steel shapes – galvanized in accordance with ASTM, A525 or superseding and prevailing ASTM standard.

1.3.1.3 WELDING AND EQUIPMENT

American Welding Society’s “AWS D1.1 Structural Welding Code – Steel” subject to applicable laws and ordinances.

Fabrication and Welders: licensed operators.

Welding not otherwise covered herein: Conform to best modern practice, adequate strength, durability, with jointing made tight, flush, in true planes with base metals, clean, smooth.

1.3.1.4 FIELD METAL TREATMENTS

Field Metal Work & Metal Painting: Metal repairs done in the field and including limited metal replacement with field welding as required; Power Tool Cleaning -SSPC/SP3; Prior to painting clean and remove visible and soluble surface contaminants per SSPC/SP1.

Spot Prime rusty metal with AMERLOCK Sealer penetrating epoxy primer sealer or approved equal.

Second coat AMERLOCK 2 two-component, high solids epoxy coating or approved equal.

Finish with two coats AMERCOAT 450HSG semigloss acrylic aliphatic urethane or approved equal; color provided by the Government.

Use, Kelly Moore, Tnemec, Benjamin Moore, Sherwin Williams or approved equal product.

Shop Metal Work: Hot dip galvanizing-after repairs and/or new fabrications and before painting, ferrous metals: Clean thoroughly to remove completely any oil, grease, dirt; pickle in hot dilute solution of sulfuric acid to insure removal of mill scale and other foreign matter; rinse thoroughly in clear water; air dry; dip in bath of molten prime virgin zinc; ASTM, A123; coating: adherent; smooth;

and free from uncoated spots. Zinc coating weight per square foot of actual surface: Average of not less than 2.0 ounces.

1.3.1.5 MISCELLANEOUS METAL PAINTING

Surface preparation prior to painting shall be as recommended by Steel Structures Painting Council

(SSPC). Oil, grease, or salts shall be removed by solvent cleaning as outlined in Specifications SSPC-

SP 1. Rust and loose mill scale shall be removed by hand tool cleaning in accordance with SSPC-SP

Spot Prime rusty metal with AMERLOCK Sealer Penetrating Epoxy Primer Sealer or approved equal.

Second coat AMERLOCK 2 Two-component, high solids epoxy coating or approved equal.

Finish with two coats AMERCOAT 450HSG semigloss acrylic aliphatic urethane or approved equal; color provided by the Government.

Use, Kelly Moore, Tnemec, Benjamin Moore, Sherwin Williams or approved equal product.

1.3.1.6 WOOD REPAIRS AND REPLACEMENTS

The contractor shall deliver, store, handle lumber to prevent damage to whatever nature, and clean finished wood work surfaces free from stains, markings defects of any kind.

Lumber – American Softwood Lumber Standard PS-20-86.

Moisture Content: 19 percent maximum (dry) at time of manufacture for lumber 2 inches or less in thickness.

Surfacing: S4S, unless otherwise specified.

Species: Redwood or cedar

Window Sash, Fascia, Trim and Miscellaneous Appearance Lumber: Provide species as noted and grades for items to be finish painted

Wood restoration consolidants and epoxy repair filler compounds shall be high quality and shrink-free; Abatron LiquidWood, WoodEpox or approved equal.

1.3.1.7 WOOD PAINTING

Oil, grease, or salts shall be removed by solvent cleaning. Remove sap on wood surfaces by scraping and washing with turpentine. Sand all interior wood before priming.

Seal all knots or resinous areas with knot sealer and allow to dry at least 2 hours before priming. Fill all gouges, dents, and small openings in interior wood with plastic wood tinted for stained or natural appearance. Allow plastic wood to dry before painting.

Back prime backs, edges, and ends of interior and exterior wood.

Adjust natural finishes as necessary to obtain a like appearance on veneers and solid stock. Finish interior stained work to a furniture smooth surface.

General Painted Wood – Exterior:

Low Luster;

1st coat: 255 AcryShield 100% Acrylic Stain Blocking Primer

2nd coat: 1245 AcryShield 100% Acrylic Low Sheen, color to match existing

3rd coat: 1245 AcryShield 100% Acrylic Low Sheen, color to match existing

Use, Tnemec, Benjamin Moore, Sherwin Williams, Kelly Moore or equal product.

1.3.1.8 CONCRETE/MASONRY PAINTING

Oil, grease, or salts shall be removed by solvent cleaning.

General Painted Concrete/Masonry – Exterior:

Low Luster;

1st coat: 295 Kel Bond Universal Primer

2nd coat: 1245 AcryShield 100% Acrylic Low Sheen, color to match existing

3rd coat: 1245 AcryShield 100% Acrylic Low Sheen, color to match existing

Use, Tnemec, Benjamin Moore, Sherwin Williams, Kelly Moore or equal product.

1.4 WORK SEQUENCE

A. The Work will be conducted in such a manner to provide the least possible interference to occupant access in the area and that causes no damage to historic cultural or natural resources.

1.5 PUBLIC ACCESS AND SAFETY

1.5.1 During the course of this project, the Contractor shall at all times:

A. Conduct operations to ensure public safety and the least inconvenience to the public.

B. Maintain access for National Park Service administrative and other official business throughout the

Project.

C. During working hours, secure work areas from visitors and staff.

D. Leave work areas in a condition that is safe for visitors and staff on weekends, holidays, and other times when contract work is not in progress.

1.6 CONTRACTOR USE OF PREMISES

A. Emergencies: Emergency telephone numbers must be posted at all phones at the job site:

Fire/Emergency Medical Service/Police – 911 or (415) 561-5656.

NOTE: This site is outside of most cellular service.

B. Site & Features Protection: The Nike Missile Site lies within a National Register Historic

District. Because of its significance, all parties are to take all measures necessary during the performance of the work to maintain and protect the historic fabric of the site. Contractor supplied padlocks shall be provided at gates to allow access for the duration of the Project. Plan and perform all work with extreme care to ensure that no building or site features are damaged. Note that all features to remain in place, whether historic or non-historic, should be protected during the Project.

C. Occupied Sites & Structures: This surrounding site will be open to visitation throughout the

Project. Contractor must provide temporary enclosures, barricades, signage, etc. as required to protect adjacent occupied spaces and public areas such as building facilities and materials, etc. from dust, noise and debris associated with performing the work.

D. Hours of Work: Regular work hours shall be between 7:00 AM and 5:00 PM, Monday through

Friday, excluding Saturdays, Sundays, and Official Government holidays. Contractor work hours should coincide with non-visitor hours to the greatest extent feasible. The Nike Site Hours of

Operation are currently Thursday through Saturday 12:30 p.m. to 3:30 p.m. Requests to work outside designated hours must be given in writing a minimum of two (2) working days prior to scheduling and must be approved in writing by the Contracting Officer.

E. Fire Safety – Work activities are to be conducted in accordance with NFPA 241, “Standard for

Safeguarding Construction, Alternation and Demolition Operations.” Smoking must be prohibited at or in the vicinity of hazardous operations or combustible/flammable materials. Smoking must be permitted only in a designated area. Provide 2A:10B:C fire extinguishers with current State Fire

Marshall tags affixed to them in all work/office areas. Combustible materials must not be allowed to accumulate on site. Store all fuels and flammable liquids in a commercially available flammable storage locker, at least 50 feet from any structure. Have storage lock-up clearly marked

"FLAMMABLES" "KEEP FIRE AWAY".

F. Vehicle Refueling: Motorized equipment will be operated so that exhausts do not discharge against combustible materials. Refueling on-site is prohibited.

G. Hot Work Permit: A hot work permit is required for any torch cutting, welding or heat gun work.

The permit will be issued by the NPS Fire Inspection office to the Contractor and will be good through completion of work. The Contractor will be responsible for ensuring that all workers and subcontractors follow permit conditions. Contact the GOGA Fire Inspection and Prevention Office

(415-289-1813) a minimum of three days prior to the date the hot work permit is needed to avoid delays in work.

H. Stop Work Orders. GGNRA reserves the right to stop work at any time for emergencies/safety violations, and NEPA and NHPA violations. Emergency and safety stop work orders may be issued directly by GGNRA Safety Officer and/or GGNRA Public Safety personnel (law enforcement/fire).

All other stop work orders will be issued through the project POCs (GGNRA).

I. Worker Camp: Establishment of a camp within the park will not be permitted. The work site will be closed to the public during Project activity. However, maintain access for National Park Service administrative and other official business throughout the Project. Confine storage of materials to the work site. Contractor must at all times conduct their operations to ensure the least inconvenience to the NPS staff and visiting public.

J. Preservation of Natural Features - Vegetation: Confine all operations to work limits of the project. Prevent damage to natural surroundings. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the Government. Provide temporary barriers to protect existing trees and plants and root zones. Do not remove, injure, or destroy trees or other plants without prior approval. Consult with Contracting Officer’s Representative and remove agreed-on roots and branches that interfere with the Project. Do not fasten ropes, cables, or guys to existing trees.

K. Preservation of Natural Features - Wildlife: Do not approach, disturb, harass or feed wildlife.

L. Environmental Protection: Properly clean up, mitigate and remedy, if necessary, all spills of petroleum products, hazardous materials, or other chemical or biological products released from the contractor vehicles or stationary sources. Immediately report to the Contracting Officer’s

Representative any spill of petroleum products or a hazardous material. Report the spill to the appropriate federal, state and local authorities, if the spill is of a reportable quantity. Separate work area, including material sources, by the use of a dike or other suitable barrier that prevents petroleum products, chemicals or other liquid or solid material from entering the waters of the U.S.

1.7 GOVERNMENT FURNISHED MATERIALS.

A. Not Used.

1.8 CONTRACTOR ACCESS AND USE OF THE SITE

A. Contractor shall maintain control of the site during the period of performance by creating perimeter control through fences or other means specified and approved by the COR. A combination lock will be required for access at the perimeter entry gate and the exclusion area entry gate.

B. Contractor shall provide OSHA and other required postings regarding safety at the site

C. All Contractor employees and subcontractor employees shall be advised of the rules and regulations of the National Park Service.

1.9 CLEANUP

A. The Contractor shall at all times keep the work area including the storage areas to be used from unnecessary accumulation of waste material and rubbish. All Contractor generated waste material and rubbish shall be removed upon completion of the work from the premises and disposed of properly in accordance with all Local, Municipal, State and Federal regulations.

B. Upon completion of work, the Contractor shall ensure that the Project area is in a clean, neat and orderly condition satisfactory to the Project Manager.

1.10 PARKING

A. Parking for Contractor’s vehicles shall be in designated spaces as directed by the COR.

1.11 UTILITIES

A. The Contractor is advised that there no potable water available in the general area of the work site.

Contractor shall provide water and electrical power as required for the project - restroom facilities are provided nearby the work site and a portable toilet is available for use at the site

1.12 FIELD VERIFICATION

A. Contractor shall perform field verification of all existing conditions affecting the work associated with this contract before ordering of parts, materials and equipment.

1.13 KEY CONTRACTOR PERSONNEL.

A. For the duration of this contract, the Contractor shall appoint a Supervisor and/or Point of Contact and provide the contact information to the COR.

2.0 SAFETY AND ACCIDENT PREVENTION:

2.1. The contractor shall formulate and submit a written safety and health plan for acceptance by the

Government. The written plan shall include the details of the contractor's safety organization, responsibilities, method of program implementation, and how hazards and deficiencies shall be identified and corrected. It shall detail employee's responsibilities for: protection of Government property and safety of others, employee's responsibilities for reporting all mishaps, and establish procedures for reporting or correcting unsafe conditions, hazards, or practices. The plan shall also contain mishap notification and reporting procedures. The contractor shall have a central POC for safety and health related issues and the POC shall be identified in writing.

2.2. The contractor shall ensure employees have safety education when engaged in activities involving Government facilities, personnel, or equipment.

2.3 The contractor shall immediately notify NPS Safety Officer of all accidents/incidents involving employee use of and/or damage/injury to facilities, equipment, or personnel.

2.4 The contractor shall require their personnel to wear safety shoes/boots IAW OSHA standards

2.5 The contractor shall provide all required personal protection equipment, (e.g. respirators, hearing protection, eye protection, gloves, steel-toed boots, aprons, masks, face shields, reflective vests, etc.

IAW OSHA Standards.)

3.0. ENVIRONMENTAL REQUIREMENTS

3.1 The Contractor shall comply with all federal, state, and local environmental laws, and NPS policies and regulations to include but not limited to Resource Conservation, Safe Water Drinking

Act (SWDA), the Clean Air Act (CAA), and Federal Facilities Compliance Act (FFCA).

3.2 The use, handling, storage, and disposal of all toxic, hazardous, special or radiological wastes/materials shall be in accordance with all local, State, Federal, and NPS Environmental

Regulations and procedures; and coordinated with the NPS Environmental Safety Programs Office and as directed by the COR. Contractor personnel shall be trained by the Contractor on proper procedures to include spill response and clean up.

4.0 INVOICING

Vendor shall submit invoices via www.ipp.gov.
