About this file

This Scope of Work (SOW) details a historic masonry restoration project for the fountain at the San Francisco Maritime National Historical Park's Aquatic Park Bathhouse. The project involves repairing damage to the western portion of the fountain caused by a car collision in December 2024, requiring the removal and replacement of approximately 15 square feet of damaged slate wall panels and terrazzo basin side panels. The contractor must restore the fountain to its pre-damaged appearance using materials matching the original in color, texture, and size, following the Secretary of the Interior's Standards for the Treatment of Historic Properties.

Key requirements include using experienced stone masons, providing detailed documentation and samples, and performing precise restoration techniques. The project is located at 900 Beach Street in San Francisco and has a 90-day performance period beginning within 30 days of contract award. The contractor must work weekdays between 8:00 AM and 4:00 PM, minimize disruption to park employees and public sidewalk access, and undergo review by the Contracting Officer's Representative and NPS conservators throughout the process. Specialized materials such as stainless steel anchors, specific epoxy adhesives, and matching mortar compositions are mandated to ensure historical accuracy and preservation.

SCOPE OF WORK

SAN FRANCISCO MARITIME NATIONAL HISTORICAL PARK

AQUATIC PARK BATHHOUSE

MASONRY RESTORATION AT FOUNTAIN

MARCH 24, 2025

I. BACKGROUND

San Francisco Maritime National Historical Park’s (SAFR) Aquatic Park Bathhouse is a contributing structure to the Aquatic Park National Historic Landmark District. The Bathhouse’s main entry is on Jefferson Street; it is a defining feature of the building and serves as the primary entrance for visitors. The entry is surrounded by a slate stone, terrazzo and mosaic fountain by the artist Sargent Johnson.

The western portion of the fountain was damaged in December 2024 by an out-of-control car that collided with the lower basin of the fountain. Several slate wall caps, slate vertical cladding panels and terrazzo basin sides were broken, dislodged and damaged beyond repair, thus requiring replacement.

II. OBJECTIVE

The objective for this project is to hire a contractor to repair and restore the fountain to its pre-damaged appearance and functionality using new materials that match existing and replicate the historic configuration of the previous components.

III. SCOPE

This project is a historic restoration that includes the removal and disposal of remaining damaged stone and terrazzo panels, cleaning and preparing sub-structure surfaces and installing new panels inclusive of attachment anchors, setting, grout, pointing and sealant. The work includes:

• Removal of approximately 15 square feet of existing damaged panels.

• Cleaning and preparing of approximately 30 square feet of sub-structure surfaces.

• Installation of approximately 30 square feet of new panels:

o Approximately 25 square feet of +/- 2” thick slate wall panels and caps.

o Approximately 5 square feet of +/- 1” thick precast terrazzo basin side panels.

• Pointing of approximately 50 linear feet of joints.

All work will be performed under a single contract and contract period.

Any work beyond the scope of work must be evaluated and approved by the Contracting Officer.

Any work conducted without the approval of the Contracting Officer is at the risk of the

Contractor.

2. Examination and Preparation

a) Existing Conditions - Before proceeding with each component of the

Work, examine substrates, areas, and conditions, with Installer or

Applicator present where indicated, for compliance with requirements for installation tolerances and other conditions affecting performance.

Record observations. Verify compatibility with and suitability of substrates, including compatibility with existing finishes or primers.

b) Field Measurements: Take field measurements as required to fit the Work properly. Recheck measurements before installing each product. Where portions of the Work are indicated to fit to other construction, verify dimensions of other construction by field measurements before fabrication. Coordinate fabrication schedule with construction progress to avoid delaying the Work.

c) Space Requirements: Verify space requirements and dimensions of items shown diagrammatically on Drawings.

d) Review of Contract Documents and Field Conditions: Immediately on discovery of the need for clarification of the Contract Documents caused by differing field conditions outside the control of Contractor, submit a request for information to Contracting Officer.

e) Verification: Before proceeding to lay out the Work, verify layout information shown on Drawings, in relation to the property survey and existing benchmarks. If discrepancies are discovered, notify Contracting

Officer promptly

All anchors and dowels shall be firmly placed and all anchor holes and dowel holes and similar holes completely filled with epoxy.

f) Slate panels shall be set level, plumb, square and true within the allowable tolerance. Notching or grinding of the edges of slate panels may be necessary to allow clearance for anchors in order to achieve plumb and square installation and uniform joint thickness. Notching or grinding shall only be allowed on edges that will not be visible following final installation of slate panels.

g) The Contractor shall supply temporary supports and bracing as required to maintain position, stability and alignment as units are being permanently connected.

h) When setting with mortar, all stones not thoroughly wet shall be drenched with clear potable water just prior to setting.

i) During setting, install plastic weeps at mortar joint below lowest course of stone panels. Weeps shall have mesh screen and shall be sloped downward toward the exterior faces of the stone panels.

j) During setting, immediately wash off any mortar splashed or dropped on face of slate panel during setting with a sponge and clean potable water.

BATHHOUSE - MASONRY RESTORATION AT FOUNTAIN Page 8 of 11

a) Mortar mixed on site shall be measured and controlled throughout all work periods. Do not mix mortar without prior approval of mixing procedures submitted to Contracting Officer.

b) Mortar shall be mixed in an approved type of power batch mixer.

Mixing time shall be such as to produce a homogeneous plastic mortar, but shall not be less than five minutes, approximately two minutes of which shall be for mixing the dry material and not less than three minutes for continuing the mixing after water has been added.

c) A minimum amount of water shall be used to produce a workable consistency for the intended use of the mortar.
