SCOPE OF WORK

FORT POINT NATIONAL HISTORIC SITE

Move Historic and Non-Historic Cannon Barrels

PART 1: GENERAL

1.01 DESCRIPTION

Project Identification: The project is located at Fort Point National Historic Site within the Golden Gate National Recreation Area, San Francisco, CA. The street address for

Fort Point NHS is Long Avenue & Marine Drive, 201 Marine Drive, San Francisco CA

94129. The mailing address for any correspondence is GGNRA, Building 201 Fort

Mason, San Francisco CA 94123.

The work of this contract shall consist of the project tasks described below for the referenced project. In this document, the project shall be referred to as “the Project.”

Reference numbers of this project:

Contracting Officer’s Representative: The Contracting Officer’s Representative (COR) is designated by the Contracting Officer (CO) and shall serve as the primary POC for all technical matters. The COR is also responsible for the approval of submittals, progress payments, and acceptance and rejection of work. The COR for this project is Michael

The work specified herein includes the lifting and moving 2 non-historic 10” Columbiad cannons, a historic 10” Rodman gun barrel, and the historic San Martin cannon.

Performance Period: The work of this contract shall be provided from approximately

August 30, 2021 through May 30, 2022.

All work occurs on the ground floor of Fort Point NHS in Powder Magazine 1, the

Casemates, and on the Parade Ground (see photos attached).

1.02 BACKGROUND

Fort Point stands at the south side of the Golden Gate Strait, forming a substantial landmark at the entrance to San Francisco Bay. Built at the site of an old Spanish gun

Section J - Att No. 001 battery, Fort Point was one of the first major U.S. Army installations in the Bay Area. It guarded the San Francisco Bay and Harbor from the Gold Rush-era in the 1850s until

World War II. Although no shots were ever fired in anger from Fort Point, it is the most tangible legacy of the Civil War in California, and represents California’s little known, yet significant, political and social involvement in the Civil War. Built to hold four tiers of cannons, the fort is also an outstanding example of masonry fort construction and is the only fort of its style on the West Coast of the United States. As a testimonial to the fort’s historic significance, the southern anchorage of the Golden Gate Bridge was designed to gracefully arch over it.

Fort Point became a National Historic Site in 1970 and is today managed as a district park unit within the larger Golden Gate National Recreation Area. The fort’s scenic location under the south end of the Golden Gate Bridge attracts visitors throughout the year, many of whom accidentally happen on the fort and have no idea of its significance.

Over 300,000 people visited Fort Point in 2017, with a significant number of those being international and national vacationers, particularly during the summer months.

The Fort Point National Historic Site is listed in National Historic Register and owned by the Department of Interior, National Park Service, herein after called NPS, and is maintained by the Golden Gate National Recreation Area (GOGA).

1.03 GENERAL CONDITIONS AND INFORMATION

A. The quality of workmanship, quality and the type of materials, and the details of the project shall conform to all applicable portions of the highest standards except where requirements of the drawings and specifications are in excess thereto, in which case the drawings and specifications shall take precedence.

B. Any particulars described for the work involved is given for guidance to the Contractor, however, the Contractor is to take his own measurements, dimensions and counts, and is responsible for the same. Field verify all new and existing dimensions affecting the work of this contract before ordering materials.

C. All work described in this specification is for:

a. Moving 4 cannon barrels from their current locations onto temporary blocking on the

Parade Ground for painting (painting by Others). This work is to be conducted in early August. Additional work that will result in additional cost shall be carried out only when authorized in writing by the Contracting Officer.

b. Moving cannon barrels from temporary blocking on the Parade Ground after painting and onto permanent stands at various locations in the new exhibits (drawings attached). 3 cannons are to be moved onto new exhibit stands (provided by Others), timing to be arranged to coincide with exhibit installation, while the 4th will be placed on display on wooden blocking in Casemate #19.

D. The Contractor shall provide all supervision, labor, tools, parts, material, equipment and transportation to complete the following project work items. The Contractor shall take into account the site conditions in project planning and submittal of the proposal.

E. The Contractor shall provide all rigging and hoisting hardware appropriate to the size and weight of the cannons to be moved.

F. The Contractor shall provide planking or plywood as needed to protect the historic floors of the Casemate area and the Parade Grounds.

G. Public toilet facilities are provided near the work site. There is no water plumbed to Fort

Point.

H. The Contractor shall immediately notify the Contracting Officer of any ambiguities, inconsistencies and errors discovered in this specification or between contracting documents and existing conditions.

1.04 SPECIAL REQUIREMENTS

A. Accident Prevention and Safety Plan

Before on-site work begins, the Contractor shall submit for approval an accident prevention and safety plan. The Contracting Officer will review both plans for compliance with OSHA and project requirements. If the plans require any revisions, the Contractor shall resubmit the plans within 10 working days. The plans shall include the following:

• Name of responsible on-site supervisor.

• First-aid procedures.

• OSHA and other required postings regarding safety at the site.

• Outline of each phase of the work, and the hazards associated with each major phase.

• Methods proposed to ensure property protection and safety of the public, Park Visitors, National Park Service personnel, and the Contractor’s employees.

B. Site Use Conditions

Due to the work being conducted within a National Park, which will be open to the public

Thursday, Friday, Saturday, Sunday, and Monday weekly, on-site activities shall be carefully coordinated with the Contracting Officer as follows:

• Contractor shall conduct his operations on Tuesdays or Wednesdays.

• Stop Work Orders. GGNRA reserves the right to stop work at any time for emergencies/safety violations, and NEPA and NHPA violations. Emergency and safety stop work orders may be issued directly by GGNRA Safety Officer and/or GGNRA Public Safety personnel (law enforcement/fire). All other stop work orders will be issued through the project POCs (GGNRA).

1.05 SCOPE OF WORK

In early September:

1. Remove 2 each reproduction 10” Columbiad cannon barrels from existing wood framed gun carriages and place them on wood blocking on the Parade Ground to be painted

(painting by Others). Cannon will be placed near the west edge of the Parade Ground, near their current locations. These 2 cannons are in the 10,000 lbs. weight range each, measure 37” side to side (to the outside of the pivot trunnions) and are app. 130” long.

2. Move the 2 wooden carriages from under the 2 Columbiad cannon and into a dumpster

(provided by Government) staged outside the Fort.

3. Move 1 each historic 10” Rodman gun barrel from existing wooden blocking in

Casemate #19 just off the Parade Ground next to 2 Columbiad cannon for painting

(painting by others). Reuse existing wooden blocking. The Rodman gun barrel may weigh as much as 15,000 lbs., measures 38” in width (to the outside of the pivot trunnions) and is 138” long.

4. Move the historic cast bronze San Martin cannon from it’s existing wooden carriage and onto wood blocking for safe storage. The San Martin barrel is to be both blanket wrapped and sealed in plastic prior to the move for protection of the patina. The San Martin is smaller and lighter at app. 5,500 lbs., 22” wide (to the outside of the pivot trunnions) and

110” long.

Scheduled in conjunction with the exhibit installation process:

1. Place 1 of the Columbiad cannon barrels onto new custom-made steel mount (mount by Others) in Casemate 1.

2. Place the Rodman gun onto new custom-made steel mount (mount by Others) in

Casemate 3.

3. Place the San Martin cannon inside Powder Magazine 1onto it’s refurbished wood carriage (refurbishment by Others). Access to Powder Magazine 1 is restrictive- the hallway entrance to narrow and the corners too tight for the San Martin to pass through unless the barrel traveled tipped up on end. It is projected that it would be easier to hoist the cannon through and existing window from the Parade Ground. The wood planked floor will have already been reinforced at the interior location where the cannon is to be placed (reinforcing by Others), but will require additional temporary planking or plywood to spread the weight load of the cannon while moving from the interior of the window over and on to the permanent gun carriage.

4. Place the 2nd Columbiad onto existing wooden blocking on display in the location in

Casemate #19 where the Rodman had been.

1.06 GOVERNMENT SUPPLIED MATERIALS

The Government will provide wooden blocking for the temporary storage of the cannons on the

Parade Ground. Government staff will remove and replace the wooden boardwalk for access to the slightly raised Casemate area to prevent it from damage by Contractor’s equipment.

Government staff will remove and replace window panes from the Powder Magazine 1 window for access through.

PART 2: SUBMITTALS

2.0 SUBMITTALS

PART 3: PUBLIC ACCESS AND SAFETY

1. Conduct operations to ensure public safety and the least inconvenience to the public.

2. Maintain access for National Park Service administrative and other official business throughout the work.

3. Leave work area in a condition that is safe for visitors on weekends, holidays, and other times when contract work is not in progress.

PART 4: INSPECTION / ACCEPTANCE

4.1 CLOSE OUT

A. Confirm that all cannons are correctly seated, and undamaged.

B. Remove all tools, equipment, surplus, materials, and rubbish from the worksite.

4.2 FINAL INSPECTION

A. Contractor shall submit written certification that the project is substantially complete, and final inspection is requested, the Contracting Officer’s Representative will conduct an inspection within seven (7) working days of receipt of request.

B. When the Contracting Officer’s Representative determines that the work is substantially complete, he will prepare a list of deficiencies to be corrected before final acceptance and a Letter of Substantial Completion will be issued by the

Contracting Officer.

4.3 ACCEPTANCE OF THE WORK

A. After all deficiencies have been corrected; a Letter of Acceptance will be issued.
