About this file

This document is an Original Equipment Manufacturer (OEM) Statement of Compliance form addressing telecommunications equipment procurement restrictions. The form requires OEMs to represent that they are in compliance with Section 208 of the Legislative Branch Appropriations Act, 2020, which is codified within the Further Consolidated Appropriations Act, 2020 (P.L. 116-94). The restriction prohibits the acquisition of certain telecommunications equipment as well as high-impact or moderate-impact information systems, with the latter category defined according to security categorization standards established in the National Institute of Standards and Technology's (NIST) Federal Information Processing Standard Publication 199, "Standards for Security Categorization of Federal Information and Information Systems."

The form is a certification template (Version 3, February 2022) that requires completion by a certifying officer, who must provide their name, title, date, and signature. This statement serves as a compliance verification mechanism for federal contract opportunities and would typically be submitted as part of proposal documentation to demonstrate the OEM's adherence to statutory telecommunications equipment procurement limitations.
