About this file
This document is an Original Equipment Manufacturer (OEM) Statement of Compliance form related to telecommunications equipment procurement limitations. The form certifies compliance with Section 208 of the Legislative Branch Appropriations Act, 2020, which prohibits the acquisition of certain telecommunications equipment and high-impact or moderate-impact information systems as defined by the National Institute of Standards and Technology (NIST) Federal Information Processing Standard Publication I99.
The document is a standard compliance certificate (Version 3, dated February 2022) with blank fields for a certifying officer to complete, including name, title, date, and signature. While the form is specifically associated with a United States Senate RFQ for a Digital Flatbed Cutter (Solicitation Number 2025-R-073), this particular document provides a general compliance statement that can be used to verify an equipment manufacturer's adherence to federal procurement restrictions on telecommunications equipment.
