About this file

This document is an Original Equipment Manufacturer (OEM) Statement of Compliance template regarding limitations on telecommunications equipment procurement.

The statement requires OEM certification that the company is in compliance with Section 208 of the Legislative Branch Appropriations Act, 2020 (P.L. 116-94), which prohibits the acquisition of certain telecommunications equipment as well as high-impact or moderate-impact information systems. Compliance is defined by security categorization standards established in the National Institute of Standards and Technology's (NIST) Federal Information Processing Standard Publication 199, "Standards for Security Categorization of Federal Information and Information Systems." The OEM must certify compliance to the best of its knowledge and belief. The form requires completion by a certifying officer with signature, title, name, and date. This is a compliance certification template rather than a substantive procurement document containing specific products, services, or contract terms.
