SECTION 2.1, CONTINUATION OF SF-1449, BLOCK 20
SCHEDULE OF SUPPLIES / SERVICES
The contractor shall be capable of developing three curricula tiers, each consisting of both a treatment workbook and facilitator guide. They will specifically target a low intensity, outpatient program for inmates in general population needing skill development, a moderate intensity outpatient program curriculum for inmates in a non-residential trauma treatment program to reduce symptoms associated with trauma, and a high intensity program for inmates in a residential treatment program focusing on the treatment of Borderline Personality Disorder and severe emotional and behavioral dysregulation.:
1. Program Curriculum
The Contractor will learn about Bureau institutions to understand existing resources, current treatment programs, the Bureau’s SMI population, and the Bureau’s reentry efforts with inmates. The Contractor will design a curriculum for mental health clinicians to employ with inmates who have a variety of emotional and behavioral skill levels, diagnoses, and treatment needs. Curriculum must contain ways to assess progress and determine mastery with regard to each skill module.
2. Training
The contractor will develop and produce twenty-four hours of in-person trainings on
DBT and implementation of the new manualized treatment protocol that will occur on 6 separate occasions throughout the year in Option year 1. The contractor will provide the training to BOP psychologists and treatment specialists after the treatment journal and facilitator guide have been approved and finalized by the BOP.
3. Assessment Tool
Consistent with the expectations of the First Step Act, a tool for inmate participants to provide feedback regarding the treatment module will be developed by the contractor for use at the beginning, middle, and conclusion of treatment. The assessment tool will be a paper-and-pencil instrument provided by the contractor with inmate ratable items regarding their experiences as participants in the DBT treatment module.
The performance period for the resulting contract will be a base year starting from date of award through 12 months and one (1) additional one-year option. The anticipated total contract period is two years. The anticipated performance start date is May 1, 2023.
DECISIONAL RULE CRITERIA BEST VALUE TRADE-OFF:
The quoter’s quotation will be evaluated in three areas: Technical, Past Performance, and
Price. Technical areas are more important than Past Performance, which in turn is more important than Price. Quoters should recognize that Price, although of lesser importance than Technical and Past Performance, might contribute substantially to the Source Selection

Authority’s (SSA’s) contract award decision. As the evaluation of competing quotations in the Technical and Past Performance areas become more equal in rating, the more important
Price will become in selecting the best value for the Government.
The quoter’s quotation must clearly demonstrate, at the time of submission, unless otherwise stated, the capability to meet the Decisional Rule criteria. Quotations will be rated based on the Decisional Rule criteria. Quotations shall clearly demonstrate the capability to meet all of the following Decisional Rule criteria:
• The Offeror clearly demonstrates the ability to develop curricula for facilitating Dialectic
Behavioral Therapy (DBT) Skills. The Offeror must submit two sample lesson plans relating to DBT skills for incarcerated adults with Borderline Personality Disorder and/or Post-traumatic Stress Disorder.
• The Offeror clearly demonstrates the ability to develop a training program based on a curriculum and teach clinicians. The Offeror must submit a sample lesson plan for at least one 30-minute segment of a training for mental health clinicians who will be teaching DBT skills to inmates with Borderline Personality Disorder and/or Post-traumatic Stress
Disorder.
• The Offeror possesses a Doctorate in Psychology, with extensive experience in teaching
DBT to clinicians consistent with best practices, supervising clinicians, and consulting with organizations who facilitate DBT treatment. They shall have experience working with and training correctional mental health staff and shall have published on the topic. The offeror must submit a detailed CV, Resume, or similar documentation of previous experience. This should include a list of any published articles or materials.
PRICING:
Prices quoted to the Government shall be as low as or lower than those charges to the supplier’s most favored customer for comparable quantities under similar terms and conditions, in addition to any discounts offered for prompt payment.
DELIVERIES:
In accordance with the Federal Acquisition Regulation (FAR) 16.505, and the clause located in FAR 52.216-18, Ordering, states that any supplies or services to be furnished under this contract shall be ordered by issuance of task orders by a warranted Contracting Officer in the
National Acquisitions Section Contracting Office.
BILLING INFORMATION:
The Government will make payment on a monthly basis via Electronic Fund Transfer.
Invoices with the contract number should be submitted electronically to CO-Businessoffice-
S@bop.gov and tklein@bop.gov. Contractors that are classified as a small business are required to indicate their small business size status on each invoice submitted for payment.

AWARD WITHOUT DISCUSSIONS:
Offerors are advised an award may be made without discussions. The Contracting Officer cannot overemphasize the necessity for the initial quotation of a quoter to provide the
Government with sufficient information identifying the offeror’s best terms form a cost or price and technical standpoint.
