F. EVALUATION CRITERIA

The quoter’s quotation will be evaluated in three areas: Technical, Past Performance, and Price. Technical areas are more important than Past Performance, which in turn is more important than Price. Quoters should recognize that Price, although of lesser importance than Technical and Past Performance, might contribute substantially to the Source Selection Authority’s (SSA’s) contract award decision. As the evaluation of competing quotations in the Technical and Past Performance areas become more equal in rating, the more important Price will become in selecting the best value for the Government.

The quoter’s quotation must clearly demonstrate, at the time of submission, unless otherwise stated, the capability to meet the Decisional Rule criteria. Quotations will be rated based on the Decisional Rule criteria. Quotations shall clearly demonstrate the capability to meet all of the following Decisional Rule criteria:

1. The Offeror clearly demonstrates the ability to develop curricula for facilitating DBT Skills.

The Offeror must submit two sample lesson plans relating to DBT skills for incarcerated adults with Borderline Personality Disorder and/or Post-traumatic Stress Disorder.

2. The Offeror clearly demonstrates the ability to develop a training program based on a curriculum and teach clinicians.

The Offeror must submit a sample lesson plan for at least one 30-minute segment of a training for mental health clinicians who will be teaching DBT skills to inmates with Borderline Personality Disorder and/or Post-traumatic Stress Disorder.

3. The Offeror possesses a Doctorate in Psychology, with extensive experience in teaching DBT to clinicians consistent with best practices, supervising clinicians, and consulting with organizations who facilitate DBT treatment. They shall have experience working with and training correctional mental health staff and shall have published on the topic.

The offeror must submit a detailed CV, Resume, or similar documentation of previous experience. This should include a list of any published articles or materials.
