About this file

This is a specification document for submittal requirements and contract closeout procedures issued by the Missouri Department of Transportation (MoDOT) for the FY27 Capitol Avenue Carpet Replacement Project. The project involves the removal and replacement of approximately 64,122 square feet of carpet tile at MoDOT's 105 Capitol Avenue building. Bidders must submit electronically through MissouriBUYS, by mail, UPS, or FedEx, with required notification to buyer Logan Wilbers at logan.wilbers@modot.mo.gov at least five business days before bid closing if submitting a hard copy bid. Site visit attendance is mandatory for bid acceptance. Contractors must submit initial construction progress schedules within 15 days of the Notice to Proceed, proposed products lists within 15 days of Notice to Proceed, and all relevant product data, shop drawings, and samples for review by the Architect/Engineer/Designer. The review period allows 15 days excluding delivery time for each submittal.

Contract closeout requirements mandate that contractors execute final cleaning of all interior and exterior surfaces, adjust all operating equipment, and maintain comprehensive project record documents marking actual products installed with manufacturer information and any substitutions or field changes. Contractors must submit operation and maintenance instructions bound in three D-side ring binders, with one draft copy provided 15 days prior to final inspection and two revised final copies within 10 days after final inspection. Spare parts and maintenance products must be delivered to the project site with receipt obtained prior to final payment. All warranty documents from subcontractors, suppliers, and manufacturers must be executed and submitted prior to final Application for Payment. Projects will not be accepted by MoDOT until all punch list items are completed, and vendors have 30 days to submit all required closeout paperwork; failure to meet this deadline may result in contractor debarment or suspension from future projects.
