Questions and Answers

Question 1: How many resumes are required to be submitted with the proposal?

Answer 1: In accordance with Amendment 0001, Combined Synopsis Solicitation, paragraph (ix), FAR 52.212-2 Evaluation-Commercial Items (Jan 1999), Section (a) Management Approach and Capabilities, paragraph (A) has been revised to require Key Personnel Resumes with a description of the experience and capability for the personnel proposed and representational resumes for all administrative positions at the SEC’s Headquarters in Washington, D.C. and two (2) regional offices. Descriptions shall address such items as the individual’s background, education, work experience and accomplishments. Each resume should be limited to two (2) pages.

Question 2: Has a contractor performed similar work to this for the government in the past? If available, please provide the incumbent contract number. If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government?

Answer 2: There is no incumbent, this is a new requirement. However, the SEC has the following BPAs in place for temporary administrative services via the following BPAs: 1.

SECHQ113A0013, Aspen of DC; 2. SECHQ113A0014, Adino, Inc.; and 3. SECHQ113A0015, Precision Infrastructure, Inc. Additionally, the SEC has historically received administrative support through the Department of Justice’s MEGA III contract.

Question 3: I was wondering if this is a new requirement or if there is an incumbent contract for the effort. If yes, could you please provide the incumbent contractor’s name and the Contract ID?

Answer 3: See Answer 2.

Question 4: Regarding resume requirement – A. Resumes with a description of the experience and capability for the personnel proposed. Descriptions shall address such items as the individual's background, education, work experience and accomplishments. Each resume should be limited to two (2) pages. Are you only looking for the proposed Program Manager?

Question 5: Is there anyone performing these services currently? If so whom?

Answer 5: See Answer 2.

Question 6: Is the contract anticipated a single award or multiple award?

Answer 6: In accordance with the Amendment 0001 to the FBO Combined Synopsis Solicitation, paragraph (vii), the Government reserves the right to make multiple awards. It is anticipated that if Multiple Awards are made, orders will be competed on a task order basis among the awardees.

Question 7: Regarding the Past Performance Section, is there a page limit on the responses?

Answer 7: In accordance with the Amendment 0001 to the FBO Combined Synopsis Solicitation, paragraph (ix), FAR 52.212-2 Evaluation-Commercial Items (Jan 1999), the Page Limitation has been revised to indicate that the technical proposal shall be limited to twelve (12) one-sided pages, minimum font size of point 12, excluding cover page(s), table of contents, resumes (2 pages each), and letters of proposed new hire(s). There is no page limitation for past performance.

Question 8: We understand the need to stay brief and concise which is why the government has a page limitation of 12 pages for the Tech Volume; however, there are several Contractor Requirements mentioned in Attachment-5 – Special Contract Requirements we feel requires a brief discussion in our proposal response, i.e., IT Security Training and Awareness, Compliance, Employee Surge Requirements and Time Keeping/Contractor Responsibilities, transition plan, schedule, and risk mitigation. Will the government please increase the page limitation to 20 single printed pages instead of 12?

Answer 8: See Answer 7.

Question 9: In one area, the RFP guidelines state that the Technical Proposal should consist of 2 Factors; 1). Management Approach and Capabilities & 2). Past Performance. In another area, the RFP states that the response should consist of 3 separate files; 1). Management Approach and Capabilities, 2) Past Performance and 3) Pricing. Please clarify how the Past Performance should be incorporated with the proposal – as a separate file or part of the Tech Volume (Volume 1).

Answer 9: In accordance with Amendment 0001 to the FBO Combined Synopsis Solicitation, paragraph (xv), The Offeror’s proposal shall consist of four (4) electronic files, Microsoft Word, Adobe PDF, or Microsoft Excel type files: 1. Management Approach and Capabilities: 2. Past Performance; 3. Pricing*; and, 4. SF-1449 and SF-30 Amendment(s). *Contractor Team Arrangement or Prime Contractor/Subcontractor Arrangement Supporting Documentation shall be submitted in the Pricing file, if applicable. Representations and Certifications and System for Award Management (SAM) registration/application, shall be submitted in a separate file, only if this documentation is not available on-line.

Question 10: Does the government require a specific font and font size?

Answer 10: See Answer 7.

Question 11: Should the SF-1449, SAMs Reps & Certs, CPAR print outs, etc. be considered part of Volume 2 or should we submit as a Volume 3?

Answer 11: In accordance with Amendment 0001 to the FBO Combined Synopsis Solicitation, paragraph (xv), the SF-1449and SF-30 Amendment(s) shall be in a separate file.

Representations and Certifications and System for Award Management (SAM) registration/application, shall be submitted in a separate file, only if this documentation is not available on-line. CPAR print outs are considered past performance information and should be included in the past performance file.

Question 12: On Attachment _2 CLIN table, the CLINs 88 and 92 are blank. We were wondering if those were meant to be for a Project Manager for Option Year 2 and 3?

Answer 12: In accordance with Amendment 0001, Attachment 2, CLIN Table has been revised to delete and reserve the Project Manager SEC Labor Duty Category from all locations except the SEC Headquarters (HQ) in Washington, D.C. In addition, note that Amendment 0001, Attachment 2, Statement of Work, Administrative Services support, p.2, paragraph 4.2 Project Management, contains requirements for Project Management and indicates the Project Manager and Alternate Project Manager will be located at the SEC Headquarters office in Washington, D.C. Also, Amendment 0001 to Attachment 1, Statement of Work, p.12, Labor Duty Categories, Qualifications/Duties/Knowledge, contains Qualifications and Duties for the Project Manager.

Question 13: It is unclear if the solicitation package is to be 2 or 3 volumes. The solicitation calls out for the technical to include the past performance and be included in the 10 page limit, but submission requirements call out for three electronic files. Are there 2 or 3 separate volumes?

Would you please consider the Past Performance volume to be a separate volume with its own page limit and not included in the 10 page limit of the Technical volume?

Answer 13: In accordance with Amendment 0001 to the FBO Combined Synopsis Solicitation, references to Volume 2 have been deleted. Additionally, Amendment 0001 to the Combined Synopsis Solicitation, paragraph (xv) has been revised to indicate that the Offeror’s proposal shall consist of (4) electronic files: 1. Management Approach and Capabilities; 2. Past Performance; 3. Pricing; and 4. SF-1449 and SF-30 Amendment(s).

Question 14: Are cover pages and table of contents included in the page count?

Answer 14: See Answer 7.

Question 15: What labor categories at what location are key personnel that need to be included in the proposal?

Answer 15: In accordance with Attachment 1, Statement of Work, paragraph 4.3 Key Personnel, the following personnel are considered key personnel by the Government: Project Manager and Alternate Project Manager. In accordance with Amendment 0001, Attachment 1, Statement of Work, 4.2 Project Management, p.2, has been revised to indicate that the Project Manager and alternate Project Manager will be located at the SEC Headquarters Office in Washington, D.C.

Question 16: Is there a preference from the SEC where the Project Manager and the Alternate Project Manager is located, or does it matter?

Answer 16: In accordance with Amendment 0001, Attachment 1, Statement of Work, 4.2 Project Management, p.2, has been revised to indicate that the Project Manager and alternate Project Manager will be located at the SEC Headquarters Office in Washington, D.C.

Question 17: Is it possible to obtain a breakdown of Incumbents (i.e. location, tenure, Pay Rate, etc.)?

Answer 17: See Answer 2.

Question 18: Are the Labor Duty Categories current positions only or have additional positions been added to the category number?

Answer 18: See Answer 2.

Question 19: Is this solicitation a new contract or one that is being rebid?

Answer 19: See Answer 2.

Question 20: If this is a rebid, is the incumbent still eligible?

Answer 20: See Answer 2.

Question 21: In addition, if this is a rebid could you provide the previous solicitation number, contract amount, and incumbent information.

Question 22: How are these services currently being performed? Under contract? In-house?

Answer 22: See Answer 2.

Question 23: If these requirements are currently being performed under a contract, who is the Contractor?

Answer 23: See Answer 2.

Question 24: Is there an estimated value range for this requirement?

Answer 24: In accordance with the Combined Synopsis Solicitation, paragraph (xiii), FAR 52.216-19 Order Limitations, the minimum order under awarded contract(s) is $1,000 and the maximum of all orders shall not exceed $30,000,000.00.

Question 25: We are currently working on the RFP for the above solicitation and shall appreciate it if you could let us know the name of the incumbent company.

Answer 25: See Answer 2.

Questions 26: Attachment_2_CLIN_Table.xlsx: Do we need to price the project manager at each location?

Answer 26: See Answer 12.

Question 27: Does the Non-Disclosure Agreement (Contractor Entity) need to be submitted by the company that is submitting the proposal and submitted at the time of proposal submission?

Answer 27: The Non-Disclosure Agreement (Contractor Entity) does not need to be submitted at the time of proposal submission. The purpose of providing the Non-Disclosure Agreement (Contractor Entity) is to provide Offerors with the applicable Non-Disclosure Agreement (Contractor Entity) that will need to be submitted upon a contract award.

Question 28: Does the Non-Disclosure Agreement (Contract Personnel) be signed by key personnel and submitted at the time of proposal submission?

Answer 28: The Non-Disclosure Agreement (Contract Personnel) does not need to be submitted at the time of proposal submission. The purpose of providing the Non-Disclosure Agreement (Contract Personnel) is to provide Offerors with the applicable Non-Disclosure Agreement (Contract Personnel) that will need to be completed/submitted upon a contract award.

Question 29: Optional Form 306 (Rev. October 2011) was provided. Are you requiring the personnel proposed on this contract complete this form? Do we need to submit this form along with the proposal?

Answer 29: Optional Form 306 (Rev. October 2011) does not need to be submitted at the time of proposal submission. The purpose of providing the Optional Form 306 (Rev. October 2011) is to provide Offerors with the applicable Optional Form 306 (Rev. October 2011) that will need to be completed/submitted by applicable personnel upon a task order award.

Question 30: Attachment_5E_PerSEC.pdf: When do we need to complete this form and submit it? Is it upon award of a task order?

Answer 30: Attachment_5E_PerSEC.pdf does not need to be submitted at the time of proposal submission. The purpose of providing the Attachment_5E_PerSEC.pdf is to provide Offerors with the applicable Attachment_5E_PerSEC.pdf that will need to be completed/submitted by applicable personnel upon a task order award.

Questions 31: It appears that responses are only to contain our fully burdened rates for each location. Is it true that the Government does not wish to be supplied with the breakdown of each of the elements contained within those rates?

Answer 31: In accordance with Amendment 0001 to the Combined Synopsis Solicitation, paragraph (ix), FAR 52.212-2, Evaluation-Commercial Items (Jan 1999), Price Proposal, paragraph b), fixed hourly rates shall be fully burdened and include all costs (direct and indirect), overhead, and profit.

Question 32: Is the requirement for the Program Manager to manage all locations, or is a separate Program Manager required for each location? If only one, is there a required location for the Program Manager?

Question 33: Do the responses need to include a printed and signed copy of all attachments contained within the RFP, or were some of the attachments for reference only?

Answer 33: In accordance with the Combined Synopsis Solicitation, paragraph (xiii), Attachment 5, Contract Administration/Specialist Contract Requirements provides information regarding contract administration and special contract requirements that apply to this procurement. Attachment 5, which also includes Attachments 5a - 5d, is included to provide Offerors with the applicable forms that will need to be completed/submitted by applicable personnel upon a task order award. Also, see Answer 9.

Question 34: Will the Government require bidders to have a Past Performance Questionnaire completed by our references and returned to them in addition to the information provided within the proposal?

Answer 34: There is no Past Performance Questionnaire in this solicitation.

Question 35: Do we need to include the teaming agreement of the team member?

Answer 35: See Answer 9.

Question 36: Can a large business be a team member?

Answer 36: Yes, as long as at least 50% of the work (by dollar) is completed by the prime contractor. Note that in accordance with Amendment 0001 to the Combined Synopsis Solicitation, paragraph (xii), FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items (May 2014), the FAR 52.219-14 Limitations on Subcontracting (Nov 2011) is applicable to this solicitation.

Question 37: Can the government provide any historical data on the average duration, including specifically by location and/or by labor category, for the placements of the required personnel?

For this contract, what is the government's planned duration, by location and labor category, for the required personnel?

Answer 37: These positions are most commonly long term (more than 1 year in duration), but may change as SEC requirements shift. Most regional offices will require a smaller cadre of administrative support contractors (typically 1-3 FTEs per region), while the home office will require extensive administrative support. Actual number of positions required will be provided during the task ordering process.

Question 38: Does the government desire the required key positions of Program Manager and Alternate Program Manager to be located in any specific geographic location and/or functioning in government spaces?

Question 39: Is this a new requirement or a recompete of an existing requirement?

Answer 39: See Answer 2.

Question 40: If this is a recompete of an existing requirement, please provide the contract number(s) and the name(s) of incumbent contractor(s).

Question 41: If this is a new requirement, are there any contractor(s) currently providing similar services to the SEC and if so, please provide contract number(s) and the name(s) of contractor(s) currently providing similar services to the SEC.

Question 42: Please provide current actual staffing levels and the labor category mix of staff or the estimated staffing levels and labor category mix across each of the HQ and Regional Offices.

Answer 42: See Answer 37.

Question 43: There appears to be an error in the pricing file. There is no Base Year for the DRO location and no space for the Project Manager labor category in years 2 and 3 for the DRO location. Please clarify whether this variation is intentional or an error in the spreadsheet.

Question 44: Under section (ix) part (a) of the solicitation announcement, the instructions suggest that the proposal shall consist of two volumes. Volume 1, the Technical Proposal, which should include two factors: Factor 1 Management Approach and Capabilities and Factor 2, Past Performance. Volume 2 is the Price Proposal. However, under section (xv) the proposal submission instructions indicate that the proposal should consist of three files: 1. Management Approach and Capabilities, 2. Past Performance, 3. Pricing. Please clarify whether the proposal should consist of 2 or 3 volumes and what is to be contained in each of the volumes.

Question 45: Following on the previous question, if Volume 1 does include Past Performance, please confirm whether the 12 page limitation includes Past Performance information.

Answer 45: See Answer 7.

Question 46: Please confirm the expectation for the submission of resumes. Are resumes only required for the Key Personnel (defined on p.2 of Attachment 1 as the Project Manager and Alternate Project Manager)? If the requirement is to provide other resumes besides the Key Personnel resumes, please provide instructions on which positions require resume submissions and how many resumes should be submitted for each position.

Question 47: P.2 of Attachment 1 names two positions, the Project Manager and Alternate Project Manager as the Key Personnel positions. However, the pricing spreadsheet suggests that there may be multiple Project Managers dispersed across the different regional sites. Is the idea that there will be an IDIQ level Project Manager and Alternate Project Manager who will be Key Personnel at the IDIQ level and that additional Project Managers may be assigned at the Task Order level? If so, please confirm that for this submission, only two Key Personnel resumes are required.

Question 48: P.6 of Attachment 5, indicates that “The Program Manager shall be an employee of the Prime Contractor.” Is this supposed to be “Project Manager”?

Answer 48: SEC Clause 6010.00 Personnel (Mar 2009) on p. 6 is a standard SEC clause. The clause indicates that the Program Manager shall be an employee of the Prime Contractor. With regard to this clause, Program Manager and Project Manager are interchangeable.

Question 49: How many contracts will be awarded from this solicitation?

Question 50: If multiple award, will contract holders compete for task orders/assignments?

Question 51: Attachment 2 CLIN TABLE lists Project Manager for every region. Do you anticipate that the Project Manager's rate will vary by region? Must the APM bill at the same rate as the PM?

Answer 57: In accordance with Amendment 0001 to the Combined Synopsis Solicitation, paragraph (ix), FAR 52.212-2, Evaluation-Commercial Items (Jan 1999), Past Performance, 1st paragraph, was revised to indicate that Offerors may use a Subcontractor’s past performance for one of the three past performance submissions.

Question 58: Delivery Instructions, end of FBO notice, Past Performance. May we include past performance summaries as an appendix to the technical proposal (outside of page count) or must they be in a separate volume?

Question 59: Is the "pricing schedule" mentioned in the synopsis on page 5 the same as the CLIN pricing table (Attachment 2)?

Answer 59: In accordance with Amendment 0001 to the Combined Synopsis Solicitation, paragraph (ix), FAR 52.212-2, Evaluation-Commercial Items (Jan 1999), Price Proposal, the price proposal shall include a Completed CLIN Table (see Attachment 2) in an Excel Spreadsheet.

Question 60: Is this a new requirement?

Question 61: Is there an incumbent and if so who is it?

Question 62: Is the incumbent eligible to bid?

Question 63: What is the current contract value for the incumbent?

Question 64: How many full time employees (FTE’s) does the incumbent have on this project?

Question 65: What is the proposed level of effort for each position, i.e 1,880 hours per year?

Answer 65: In accordance with Amendment 0001 to the Combined Synopsis Solicitation, paragraph (ix), FAR 52.212-2, Evaluation-Commercial Items (Jan 1999), Price Proposal, the 6th paragraph entitled Price Proposal was revised to indicate that the Government’s estimated level of effort is 1,880 hours per year for each position. .

Question 66: How many positions are required for each location by labor category?

Answer 66: See answer 37.

Question 67: Per the WD05-2103 for DC-for Administrative Assistant (1020), there is only 1 category with a wage determination of $31.41. Should we treat the 3 separate labor categories all the same for Administrative Assistants or should we use another labor category such as Secretary

I, II, III?

Answer 67: It is up to the Offeror to determine how to best map these labor categories to the wage determination.

Question 68: Given the size and complexity of this proposal can the due date be extended?

Answer 68: In accordance with Amendment 0001 to the Combined Synopsis Solicitation, paragraph (xv), the due date remains June 18, 2014 at 1:00 PM Eastern Time.

Question 69: Will there be any instructions with regard to margin sizes, spacing and font sizes?

Answer 69: See Answer 7.

Question 70: Will there be past performance questionnaires to submit?

Answer 70: See Answer 34.

Question 71: Will there be a past performance template to submit?

Answer 71: There is no specific template for Past Performance, other than providing the information required in accordance with the Combined Synopsis Solicitation, paragraph (ix), FAR 52.212-2 Evaluation-Commercial Items (Jan 1999), Section (a) Past Performance, and in a separate file in accordance with Amendment 0001 to the FBO Combined Synopsis Solicitation, paragraph (xv).

Question 72: Attachment 2 CLIN table shows a PM labor category at each of the Agency’s location. Please confirm that only one PM is required for the entire contract.

Question 84: If this is a contract up for re-bid, how many total FTE’s were used at the contracts peak, and what is the maximum usage?

Question 85: Are there any margin restrictions or limitations on headers and footer content?

Answer 85: There are no margin restrictions or limitations on header and footer content.

Question 86: The Instructions state that Past Performance is an evaluation factor for the Technical Volume, however for the submission, the Government states: “The Offeror's proposal shall consist of three (3) electronic files, for Management Approach and Capabilities; Past Performance; and Pricing.” Can you clarify if Past Performance is included in the 12-page count for Technical?

Question 87: The “Attachment_2_CLIN_Table” does not request pricing for the Denver regional office in the base year. Does this imply there are no staffing needs in Denver in the base year or was this mistakenly left out?

Question 88: Will Subcontractors past performance be accepted in the Technical Volume?

Question 89: Will the Government provide acceptance of proposed subcontractors via the award document?

Answer 89: In accordance with Amendment 0001, Combined Synopsis Solicitation, paragraph (ix), FAR 52.212-2 Evaluation-Commercial Items (Jan 1999), Section (a, Price Proposal, paragraph c), the Government will evaluate the acceptability of any subcontracting or teaming as part of its evaluation of price.
