About this file

This is a Brand Name or Equal (BNoE) Template for a Google Analytics support services contract with the Securities and Exchange Commission (SEC), Office of Public Affairs (OPA). The template is incomplete and designed to document salient characteristics for a solicitation rather than a finalized contract.

The SEC seeks Google Analytics support services for four websites (two public-facing and two intranet properties) managed through Drupal, with contract performance beginning April 1, 2026. The procurement requires vendors to propose four separately-priced components: (1) Annual License Enablement, including basic license fees for Google Analytics 360 premium version with support ticket capabilities and biweekly check-in meetings; (2) Data Collection Fee based on 150-200 million monthly events, with overage billing for months exceeding the baseline (October 2024 experienced 161 million events); (3) Development Hours for Ad-Hoc Reporting Needs, including Google Tag Manager tag creation, new property configuration, troubleshooting, and Google Analytics Explorations support, with preference for U.S. citizen developers who can obtain SEC network accounts for intranet site access; and (4) Training for SEC Staff on GA4 consisting of up to three one-hour virtual courses conducted via Webex or Teams covering common reports, explorations, and traffic analysis with no participant limits. The template indicates multiple blank input fields for vendors to complete additional salient characteristics, non-functional requirements, and hyperlinks to supporting documentation, but these sections remain unfilled.

Summary/Notice

- The Securities and Exchange Commission uses Google Analytics to collect traffic data to two public-facing and two intranet websites. All four of these websites are managed using the Drupal content management system. Each website has its own Google Analytics property.

- There are four components that vendors should include in proposals. Each of these four components should be priced separately, and totaled to provide a total cost for all four components.

o Annual license enablement: This is the basic license fee for using Google Analytics on some of the SEC’s websites. This should include having the ability to create support tickets in an online portal with the vendor, and biweekly check in meetings to ask questions and request assistance with configuring and using Google Analytics 4.

o Data collection fee: Assume 150-200 million events per month, but obviously the actual number of events will fluctuate, which means the monthly bill will not be for the same amount each month. In 2024, our highest month was Oct 2024 with 161 million events.

o Development hours for ad hoc reporting needs: This could include requests for assistance creating a new Google Tag Manager tag for any of the active GA4 properties, or assistance creating new GA4 properties, or with using any of the other products in the Google Marketing Platform suite. For the two intranet properties, ideally the vendor will have developers who are United States citizens who are able to obtain SEC network accounts to visit these sites that are only accessible within the SEC network.

o Training for SEC Staff on GA4: Vendor conducts up to three one hour courses on running common reports in GA4 and creating explorations to answer questions not covered by “out of the box” reports. This training is focused on running traffic reports – not creating tags to capture new traffic data.

- This Google Analytics support contract will start on April 1, 2026.
