About this file

This document is a Justification for Other Than Full and Open Competition for a Defense Logistics Agency (DLA) Troop Support, Subsistence Supply Chain contract. The proposed acquisition is an Indefinite-Delivery, Indefinite-Quantity (IDIQ) bridge contract with Coastal Pacific Food Distributors, Inc. for Prime Vendor support in the Puget Sound Navy Ships Region, covering a full line of food and beverage items. The contract will run from November 30, 2025, through November 14, 2026, with a maximum dollar value of $39,668,404.11, and is intended to ensure continuous food supply while a competitive follow-on procurement is being finalized.

The justification emphasizes that Coastal Pacific Food Distributors is the only known supplier capable of meeting DLA requirements in the required timeframe, and awarding to any other source would cause an unacceptable break in Prime Vendor support. The solicitation for the follow-on acquisition was issued on April 30, 2024, on a full and open competition basis, with the expectation that future acquisitions will also be competed openly. The contract is being awarded under the statutory authority of 10 U.S.C. § 3204(a)(1), which allows for other than full and open competition when only one responsible source can satisfy the agency's needs.

The required foodservice supplies are deemed to be available only from the current contractor in the timeframe required, and award to any other source would result in unacceptable delays in fulfilling the agency’s requirements.

Coastal Pacific Food

Distributors, Inc. can meet DLA requirements starting on November 30, 2025.

Award to any other potential food supplier would cause an unacceptable break in supply.

Failure to award to Coastal Pacific Food Distributors, Inc. will result in a break in Prime Vendor support.

Should a competitively awarded contract and implementation be put into place ahead of the projected timeframe and the guaranteed minimum has been met under this bridge contract, no further orders will be placed against the bridge contract.
