Note to Reviewers
The Seaplane Risk Analysis NOFO is to be posted under CFDA 15.608 Fish and Wildlife
Management Assistance, as a cooperative agreement using up to $100,000 of Service funds ($50K from Prevention and $50K from Quagga and Zebra Mussels funding), plus
$20,000 from Bureau of Reclamation, $15,000 from Tahoe Regional Planning Agency
(TRPA), and $5,000 from Seaplane Pilots Association (SPA). The expected award amount is $100,000 to $140,000, to encourage cost-competitive applications.
We received the funds from Reclamation and SPA, and are in the final stages of arranging for funds transfer from TRPA.
The Aquatic Nuisance Species (ANS) Task Force Strategic Plan for 2020-2025
(Objective 2.2 and 2.3), identifies a need to evaluate and prioritize pathways, develop risk management strategies, and encourage implementation of non-regulatory and regulatory measures to prevent the establishment and spread of AIS in waters of the United States.
The risk analysis will consist of two components: a risk assessment of the seaplane pathway and recommended management options.
The information from the risk analysis will provide a basis for the ANS Task Force to encourage non-regulatory and regulatory measures to prevent the establishment and spread of AIS in waters of the United States through the seaplane pathway.
The opportunity will be open to all. Applications will be evaluated by a review team
(comprised on Service staff, ANS Task Force Prevention Subcommittee members, and invited subject matter experts) based on proposed approach, experience and capabilities, cost effectiveness, and a contingency plan. The review team will provide recommendations to the Service. The Service will make the final award selection.
The Service will meet regularly with the grantee. Prior to meetings with the grantee the
Service will meet with a work group of the ANSTF Prevention Committee to obtain their feedback on progress and direction.
The risk analysis supports the Service mission and the ANSTF Strategic Plan.
