1.0 INTRODUCTION/OVERVIEW
The contractor shall provide a Seagrave Marauder, 95’ Aerialscope, mid-mount aerial tower or (Brand name or Equal) to meet the design specifications provided by the National Institutes of Health Fire Department also known as The Division of Fire and Rescue Services (DFRS). These design and build specifications are compliant with the National Fire Protection Association (NFPA) Standard for Automotive Fire Apparatus 2016 Edition. https://www.nfpa.org/codes-and-standards/all-codes-and-standards/list-of-codes-and-standards/detail?code=1901
1.1 BACKGROUND
In 2003 the DFRS placed in service its’ first aerial tower to meet the technical needs of the growing NIH campus and abundance of high-rise buildings. In 2019, the DFRS purchased a second aerial tower to become the primary unit and the 2003 was moved to reserve status. NFPA 1911 Standard for the Inspection, Maintenance, Testing, and Retirement of In-Service Emergency Vehicles recommends that primary apparatus remain in service for a maximum of 15 years, then if still serviceable, they can be moved to reserve status and refurbished to meet NFPA 1912 Standard for Fire Apparatus Refurbished, until they are either no longer serviceable or they become 25 years old. It recommends all apparatus over 25 years old be removed from service. Due to the frequent mechanical issues and the approximate 880 day build time for a replacement, the DFRS identifies the need to replace the 2003 aerial to remain compliant with the NFPA Standard.
1.2 SCOPE
An aerial tower features an aerial ladder equipped with a platform or basket at the tip, also known as a tower. An aerial tower is a mechanically operated extendable ladder mounted on a fire truck with a mid-mount or rear-mount configuration. It's designed to maximize vertical reach for rapid response, ventilation, extinguishment, and rescue operations. The platform is an enclosed space and allows for safe up and down passenger transportation. A platform fire truck is ideal for communities with many people working and living in elevated locations. Elevating platforms also have a high tip load capacity and can support both firefighters and firefighting equipment. They are equipped with single or dual mounted deck guns, making them a great choice for fire departments that require higher water flow for larger buildings and industrial facilities.
A mid-mount aerial tower features an aerial device that is mounted in the middle of the truck and consists of telescoping a telescoping boom and ladder sections. The placement of the ladder allows lower travel height and greater below grade operation, along with shorter setbacks due to the overall design. Mid-mount aerial towers are ideal for departments looking for the ability to operate the ladder in confined space areas and are designed to maximize driver visibility. A mid-mounted aerial configuration will provide the lowest vehicle overall height.
1.3 OBJECTIVES
By purchasing this aerial tower, the DFRS will be able to be complaint with the NFPA 1911 and 1912 Standards which shall be combined in the year 2024 to become the NFPA 1910 Standard for the Inspection, Maintenance, Refurbishment, Testing, and Retirement of In-Service Emergency Vehicles and Marine Firefighting Vessels.
This purchase also will let the DFRS enhance its operational capabilities. Currently our existing aerial tower(s) have a tip load and lifting capacity of 1000 pounds. The new Aerialscope aerial tower permits a 1000-pound tip load with a boom lifting capacity of up to 5000- pounds.
The Aerialscope will permit the DFRS the capabilities to operate from 9 degrees below ground to 75 degrees above ground, which will be beneficial with the new construction on campus.
This purchase shall replace a 20+ year old aerial tower that is prone to mechanical failures and is limited in its permitted life of service.
Scope of Work/Tasks This Statement of Need (SON) sets forth the performance standards and requirements that are needed for a successful purchase of an Aerial Tower Firetruck that will be in compliant with the National Fire Protection Association (NFPA) 1911 and 1912 Standard for Automotive Fire Apparatus 2016 Edition.
