Introduction
1.0 Seagrave Marauder Aerialscope Aerial Tower Firetruck
The NIH Fire Department of Fire and Rescue Service (DFRS) provides fire, emergency medical, hazardous materials and specialized rescue services to the NIH Bethesda MD campus and surrounding communities of Montgomery County, Maryland. The DFRS provides this service with a hazardous materials response unit, fire suppression engine, 100ft aerial platform truck, BLS transport and a technical response unit.
1.1 Background
In 2003 the DFRS placed in service its’ first aerial tower to meet the technical needs of the growing NIH campus and abundance of high-rise buildings. In 2019, the DFRS purchased a second aerial tower to become the primary unit and the 2003 was moved to reserve status. NFPA 1911 Standard for the Inspection, Maintenance, Testing, and Retirement of In-Service Emergency Vehicles recommends that primary apparatus remain in service for a maximum of 15 years, then if still serviceable, they can be moved to reserve status and refurbished to meet NFPA 1912 Standard for Fire Apparatus Refurbished, until they are either no longer serviceable or they become 25 years old. It recommends all apparatus over 25 years old be removed from service. Due to the frequent mechanical issues and the approximate 880 day build time for a replacement, the DFRS identifies the need to replace the 2003 aerial to remain compliant with the NFPA Standard.
1.2 Purpose
The purpose of this statement of need (SON) is to describe the requirements for the contractor to support the mission of the NIH Fire Department of Fire and Rescue Service (DFRS). By purchasing this aerial tower, the DFRS will be able to be complaint with the NFPA 1911 and 1912 Standards which shall be combined in the year 2024 to become the NFPA 1910 Standard for the Inspection, Maintenance, Refurbishment, Testing, and Retirement of In-Service Emergency Vehicles and Marine Firefighting Vessels. The purpose of this contract is to provide NIH customers with a new Seagrave Marauder Aerialscope Aerial Tower Firetruck that will remain compliant with the NFPA Standard for fire and rescue services.
1.3 Scope of Work/Tasks
This Statement of Need (SON) sets forth the performance standards and requirements that are needed for a successful purchase of an Aerial Tower Firetruck that will be in compliant with the National Fire Protection Association (NFPA) 1911 and 1912 Standard for Automotive Fire Apparatus 2016 Edition.

1.3.6. A road test shall be conducted with the apparatus loaded per NFPA recommendations (unless otherwise specified) and a continuous run of ten (10) miles or more shall be made during which time the apparatus shall show no loss of power or overheating. The transmission drive shaft or shafts and rear axles shall run quietly and be free from abnormal vibration or noise throughout the operating range of the apparatus. The apparatus must be capable of accelerating to 35 mph from a standing start within 25 seconds on a level highway without exceeding the maximum governed rpm of the engine.
