About this file
This is an Equipment Specification document issued by the City and County of San Francisco, Office of Contract Administration (OCA), Department of Public Works (DPW), soliciting bids for the design and construction of three (3) 10,500 lbs. GVWR regular cab trucks with aluminum dumping flatbed bodies (Vehicle numbers 43100323-325). The specification details a completely customized vehicle configuration including a 2026 Ford Super Duty F-350 SRW 2WD Regular Cab chassis with a 7.3L naturally aspirated V8 engine (430 horsepower), 10-speed heavy-duty automatic transmission, and comprehensive safety and technology features. The flatbed dump body must be 84 inches wide by 102 inches long with aluminum construction, featuring a 40-inch headboard, fixed sides with fold-down access door, rear swing-out gates, and a 3-ton underbody hydraulic hoist. Additional equipment includes a 360-degree bird's eye camera system with pedestrian collision detection, LED lighting and warning beacon systems, side protection rails compliant with Vision Zero standards, and tool boxes. A mandatory pre-bid conference is scheduled for Thursday, April 23, 2026, at 3:00 P.M. via Microsoft Teams. The delivery schedule is set at 180 calendar days from order. Successful bidders must conduct a pre-construction meeting within 30 calendar days prior to construction start and provide two factory inspection trips (if manufacturing is beyond 125 miles) or a pre-delivery inspection trip (if within 125 miles of San Francisco). All warranties commence upon City acceptance, with the flatbed body warranted for three years against rust-through and workmanship defects, and the chassis covered under the manufacturer's standard warranties.
The specification requires bidders to submit compliance confirmations for each section and line item, with any exceptions requiring detailed explanations on provided Bid Exception Sheets; failure to provide such documentation may result in bid rejection. Bidders must address all subsystem adequacy concerns, including engine size, transmission, axle ratings, frame size, and suspension design, to ensure daily operation when fully loaded without exceeding maintenance costs or stressing components. The specification mandates compliance with all Federal Motor Vehicle Safety Standards (FMVSS), California Motor Vehicle Code (CMVC), EPA emissions regulations, CARB standards, and local San Francisco safety requirements. Bidders are responsible for all factory inspection trip costs if manufacturing occurs beyond 125 miles, including airfare, ground transportation, meals, and lodging for two City representatives following Federal Per Diem Rates. All known manufacturer recalls must be resolved prior to delivery, and the awarded vendor must operate or have access to a service facility within 125 miles of San Francisco stocked with replacement parts, or provide mobile repair services during the warranty period. Complete electronic manuals, weight certificates, CAD drawings, parts lists, and vehicle documentation including data plate information must be provided at or before delivery, along with two 4-hour training sessions for City mechanical and operating personnel covering operation, maintenance, testing, and troubleshooting.

The truck shall comply with the manufacturer’s current model 10 flatbed dump body truck, with additions and deletions as contained herein. 11
INTENDED USE: 13
The unit proposed by bidders shall be configured to meet or exceed the following intended usage 14 of said unit. The unit described in specifications is intended for use in municipal and contracted 15 sanitation operations within the City of San Francisco. Its primary function is the collection, 16 transport, and disposal of garbage, refuse, and urban debris from public spaces, streets, and 17 designated service areas. The design is to support efficient manual and mechanical loading, 18 safe containment of materials during transport, and controlled unloading at approved disposal 19 or processing facilities. 20 It is the responsibility of the bidder to review and scrutinize all aspects of the configuration of this 21 unit including, but not limited to, engine size, transmission, axle weight rating, gear ratio, frame 22 size, and suspension types being specified in this document. If necessary, the bidder shall 23 recommend adjustments to the written specification so that the unit’s subsystems are adequate 24 enough for this chassis to operate on a daily basis, fully loaded with all components, fuel and 25 standard unmounted necessary tools needed for the unit’s daily tasks. This shall be 26 accomplished without increasing maintenance costs, stressing the frame, or adding any 27 unnecessary and/or abnormal wear to any other components of the unit, off or on-road 28 throughout the City of San Francisco. It is the responsibility of the successful bidder to ensure 29 this unit will comply or exceed compliance to all on-road and off-road safety and emissions 30 standards set forth by the City of San Francisco, State of California, and the Federal 31 Government. 32
MANUFACTURING, MATERIAL AND DESIGN PRACTICES: 34
It is intended that the manufacturer, in the selection of components, will use material and design 35 practices that are the best available in the industry for the type of operating conditions to which 36 the unit(s) will be subjected. All parts, equipment and accessories shall conform in strength, 37 quality of material and workmanship to recognized industry standards. 38
HEAVY DUTY TERMINOLOGY DEFINED: 40
The term “heavy duty” as used in these specifications shall mean that the item to which the term 41 is applied shall exceed the usual quantity, quality or capacity supplied with standard production 42

unit(s) and it shall be able to withstand unusual strain, exposure, temperature, wear, and use. 43
ALTERNATES: 45
Potential variances of a specific manufacturer may require variances in the design to some 46 degree. Therefore, bidders shall clearly and completely outline all areas needing such 47 modifications. When the name of a manufacturer, brand or make, with or without model number, 48 is used in describing any item in this specification, bids for similar articles will be considered 49 unless otherwise stated. Bidders may also propose items of equivalent features or 50 manufacturer’s updated part or part number. Purchasing shall be the sole judge as to whether 51 such alternate articles are acceptable. Unless bidder states to the contrary, articles offered will 52 be assumed to be the specific article named in this specification. If not offering the specific article 53 named, bidder should enclose full information, specifications and descriptive data on items 54 offered with its bid. Purchasing reserves, the right to permit deviations from the specifications if 55 any article offered is substantially in accord with Purchasing’s specifications and is deemed by 56 Purchasing to be of as good quality and as fully satisfactory for its intended use. Bidder is 57 responsible for identifying any deviations from Purchasing’s specifications. Bidders should not 58 assume an alternate offered is an approved equal. The City will evaluate the alternate and inform 59 the bidder if the alternate is acceptable. Purchasing must approve all alternates. 60
GENERALITIES: 62
To allow for manufacturers’ specific designs, and ensure a level of competitiveness, we have 63 left certain areas of our specifications general by design. In such cases, the items being referred 64 to may be general but adherence to the requested end product and/or result must be met. This 65 is especially important in areas where critical dimensions, capacities, grades of steel, etc. are 66 specified. In the cases where the word “SHALL” is used, no substitution will be allowed. 67
IMPORTANT: PRE-BID CONFERENCE: 69
Because of variances in the truck chassis that may be bid, it may be necessary to vary the bed 70 dimensions and design to some degree. 71 A Pre-Bid Conference will be held as follows: 73
