Chief of Mission (CMR) Walls:

2. Q: Mt² of ceiling/roof to sweep and clean and what do you mean to clean under and up?

A: “Under and up,” means thorough cleaning including the ledge/eave of the roof.

Roofs:

a. Chancery: 5,000-square meters

b. MCAC: 332-square meters

c. SCAC: 463-square meters

d. CCAC: 453-square meters

e. SPX: 2,900-square meters

f. Utility Building: 778-square meters

g. Consular waiting area roof: 700-square meters

h. Marine House: 500-square meters

3. Q: To give you a firm-fixed-price, may we ask for another visit to each site in order to make a site inventory and site analysis; to count the number of big trees to prune, kind of vegetation, conditions of the plants and soil, plants diseases (special fumigations that may arise, example termite, etc.); dead or missing plants, water takings. Performing this

Embassy of the United States of America

Santo Domingo, Dominican Republic assessment will allow us to make the best price estimation avoiding under evaluating maintenance of each site; each place is different, have more or less trees to prune… If further visit is not possible, could you please provide the amount of big trees to prune on each site?

A: A second site-visit is not possible. Information on the quantity of trees to prune at each site varies and is unavailable.

4. Q: The Architect, Pamela said that we need to have a shift at 6:00-am for the NEC works, but it is not in the working hour’s schedule. Is this an additional shift that needs to be scheduled?

A: Yes, this shift is only for the personnel that will do the cleaning. The

Consular section starts receiving applicants at 06:00 am, so the area needs to be cleaned early in the morning.

5. Q: The SEODATT residence has the schedule once every two weeks; does this means that we don’t have to place a fixed gardener?

A: There is no need for a fixed gardener. The SEODATT will let us know the schedule for the visits.

6. Q: Confirm the amounts of sealed envelopes that we have to submit, as Mr. Sangiovanni explained: One envelope with SF-1449 form and Section 1, 3 and 5 complete; and one for the technical (Pre-Plan) and economic proposal of each site; 1, 2 or 6 envelopes?

A: One (1) original, and three (3) copies, for a total of four (4) sets/envelopes.

Each set/envelope should contain the SF-1449 form, Sections 1, 3 and 5.

Note: each section of the offer should be bound separately.

7. Q: Please explain blocks 12 (possible %-discount on the price…) and 17a (where can we get these codes?) to complete SF-1449.

A: Block 12, provides a place to state the proposed discount for prompt payment. If a contractor does not wish to provide a discount in their offer, the

Government will type in “Net 30”. Block 17a, refers to the contractor code you will receive once your NCAGE registration is complete and validated.

8. Q: At the Conference Meeting, you informed that the Annual Representations and

Certifications from page 53 to 61 do not apply to us? Is this correct? Please confirm.

A: That is incorrect - Offerors must complete the SF-1449 form and sections 1, 3, 5, including representations and certifications.

9. Q: The NEC Sunday staff, should they be all personnel assigned, or just the ones that will work specific areas that are cleaned on that day?

A: On Sundays, the contractor must have the appropriate number of employees necessary to clean the Embassy’s both parking lots, and the outer and inner areas.

10. Q: If the Dominican Government raises the salary of employees, does the Embassy increase that percentage in the contract?

A: Economic Price Adjustment is not contemplated in this contract. The

Solicitation is for a firm-fixed-price contract, which means that the pricing is not subject to any adjustment on the basis of the Contractor’s cost experience in performing the contract. The Contractor has full risk and responsibility for all costs and the resulting profit or loss.

11. Q: The Solicitation states: “The contractor is responsible for all expenses in disposal of debris”. According to what was informed in the pre-proposal conference, debris is taken to the containers and the Embassy coordinates and pays for pickup and disposal, not the contractor. Please clarify.

A: The Embassy has a contract for garbage disposal services. However, the gardening contractor is responsable for disposing everthing that the collection truck cannot take, e.g., larger debris bags, or large tree limbs/trunks.

12. Q: What specific financial information should be submitted and for how many years?

A: A current statement of the offeror’s financial condition for the past five (5) years, certified by a third party that includes: (a) Income (profit-loss) Statement; (b) Balance

Sheet; (c) Cash Flow Statement; (d) Tax Information/Certifications.

The Government will use all this information to assess the offeror’s financial responsibility and ability to perform under the Contract.

13. Q: Printed documents from the bank like company statues, financial and account statements, have a lot of pages and come in Spanish. Is it also necessary to translate these documents? Because the quantity to translate will be large and expensive and

Banks do not provide documents in English.

A: Proposals and all supporting documents submitted must be in the English language.
